- Description
- The INL/A fixed-wing aircraft perform a variety of missions. At times the aircraft may operate from forward operating base locations under primitive conditions and at other times from international airports executing instrument approaches. The primary mission is to transport passengers and limited cargo into and out of austere and established runways located throughout the theater of operation, Iraq, in support of the DS and NEA missions. This mission requires that the aircraft have good personnel and cargo carrying capacity, long range and flight endurance. Operations are often flown in very rugged, high mountainous terrain that requires optimum take off, climb, and turn performance at high and high-density altitudes. These aircraft may serve in remote areas with few bases from which to operate aircraft. Secondary missions included, but are not limited to medical evacuation, and Post directed personnel evacuation. Further, the aircraft and crews are subject to being targeted by hostile fire. These aircraft will require defensive aircrew and aircraft survivability systems to be installed like the Symetrics AN/AAR-47 missile approach warning system combined with the ALE-47 flare decoy dispensing system used on other DoS aircraft. To be compatible with other INL/A owned fixed wing currently operating and performing this mission in Theater, for training of crews and maintainers, maintenance operations, efficient use of spares, standardization of configuration for passenger handling and flight operations, the aircraft required for this solicitation is the Bombardier Dash 8-315. CLIN 001 paragraph E details the starting configuration of the INL/A Dash 8-315 aircraft but is not inclusive of the additional specification requirements as outlined herein. CLIN 001 - Bombardier Dash 8-315 A. Airframe 1. Bombardier Dash 8-315 Dual seat cockpit, equipped with controls and instrumentation that can be operated from either seat. 2. The aircraft will be certified for day/night VFR, IFR flight operations, including GPS terminal approach operations. 3. The aircraft will be equipped with anti-icing and/or de-icing systems allowing for flight in light to moderate icing conditions. 4. Passenger capacity - a minimum of 50 personnel 5. Cargo capacity - a minimum of 5000 pounds 6. Provisions to secure cargo. 7. Re-configurable from a maximum seating to cargo / passenger configuration. 8. To be compatible with the INL/A aircraft fleet, a Pratt and Whitney PT6A or similar other commercially supportable FAA certified power-plant that meets the aircraft performance specifications. 9. The aircraft shall be delivered in a continuing airworthiness condition with all applicable Airworthiness Directives, all mandatory Service Bulletins and Modifications fully complied with and in accordance with theOEM Bombardier Technical Instructions and the instructions issued by the competent authority. In addition, all Engines, Propellers, Airframe and Life limited Components /-Appliances shall have FULL traceability and be supported with either FAA Form 8130-3s or EASA Form 1. All calendar/hourly inspection requirements shall be current and the aircraft must have a continuous history traceability from birth of being maintained in accordance with the OEM (Bombardier) MPD /-Maintenance Planning Document being also approved by the competent Authority. 10. Airframe with zero accident history of major structural damage. 11. All major components will have a 50% remaining life prior to major inspection or replacement. Exceptions will be considered after submission of substantiated historical data. 12. HOBBS meter or similar device installed for tracking flight time. B. Operational Performance 1. Mission service definition: a. Density altitude - 6000 feet b. Runway - 8000 feet long c. Available Cargo Load - 5000 pounds (50 passengers or cargo or combination of passengers and cargo totaling 5000 pounds). d. Departure fuel load allows for a sortie leg length of 300 NM to a 6000 foot long runway and another 300 NM leg before refueling. Both runways have the same density altitude conditions. 2. Maintain a minimum 225 KTAS cruise. 3 Aircraft landing gear capable of allowing aircraft to operate from airfields ranging from austere dirt, gravel, packed snow, or PSP to established asphalt or concrete runways at international airports.
