Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. This is not an actual Request for Proposal (RFP)/Solicitation. Please do not submit any pricing information to any of the addresses identified in this informational synopsis. The US Bureau of Reclamation (BOR), Acquisitions Operations Group, Denver, CO intends to procure services to assist in an evaluation of an industry suggested testing protocol for measuring the performance of corrosion mitigation technologies for concrete reinforcing steel. The testing protocol was suggested by a group of industry recognized experts and strategic planners in support of goals outlined in Vision 2020: "A Vision for the Concrete Repair, Protection and Strengthening Industry". Vision 2020 is an industry created strategic plan and roadmap; documents were developed over a several year period which began in 2003. The contractor will participate in the discussions with ACI Foundation's Strategic Development Council (SDC) and will capture their recommendations for future phases in the final report for this project. A previous Sources Sought Notice was posted under R10PS80497A. Based upon the response to the Sources Sought, this acquisition will be set-aside for small business. The applicable North American Industry Classification System Code (NAICS) is 541330 (small business size standard $4.5 million) or 541380 (small business size standard is $12.0 million). The Government will award a firm, fixed price purchase order to the best value offeror conforming to the terms and conditions of this solicitation. The evaluation of the proposals will include:1)Technical Capability - The offeror's proposal will be evaluated to determine how well each Offeror's proposal meets or exceeds the requirements delineated in the Statement of Work.2)Past Performance - The past performance evaluation will focus on the quality of previous work produce by the offeror.3)Price - Price will be used to determine price fair and reasonableness. The relative order of all evaluation factors is (1) Technical Capability (2) Past Performance, (3) Price. Technical Capability and Past Performance when combined will be significantly more important than price. The solicitation will be issued on or about July 16, 2010. The RFP and corresponding documents will be available for download at BOR's Electronic Acquisition System accessible at heep://ideasec.nbc.gov. An award is anticipated in late August, early September.
