- This will be an Firm Fixed-price contract for the dredging by hopper dredge, bucket-clamshell dredge, or a combination of hopper and bucket-clamshell dredges portions of Cape Henry Channel, York Spit Channel and Thimble Shoal Channel. The project Base Bid consists of maintenance dredging portions of York Spit Channel to a required depth of 51 feet with 1 foot of allowable overdepth and the Thimble Shoal Channel to a required depth of 52 feet with 1 foot of allowable overdepth. The Contractor shall place the dredged material from Cape Henry Channel and Thimble Shoal Channel in the Government-furnished Dam Neck Dredged Material Management Area; and, the dredged material from York Spit Channel shall be placed in the Government-furnished Wolf Trap Alternate Dredged Material Management Area. The Base Bid York Spit Channel dredging, including allowable overdepth, involves dredging approximately 1,100,000 cubic yards of material. The Base Bid Thimble Shoal Channel dredging, including allowable overdepth, involves dredging approximately 300,000 cubic yards of material. Optional Bid Item No. 1 consists of maintenance dredging portions of York Spit Channel to a required depth of 52 feet with 1 foot of allowable overdepth. The Optional Bid Item No. 1 York Spit Channel dredging, including allowable overdepth, involves dredging approximately 500,000 cubic yards of material. Optional Bid Item No. 2 consists of maintenance dredging portions of Cape Henry Channel to a required depth of 51 feet with 1 foot of allowable overdepth. The Optional Bid Item No. 2 Cape Henry Channel dredging, including allowable overdepth, involves dredging approximately 2,000,000 cubic yards of material. Optional Bid Item No. 3 consists of maintenance dredging portions of Cape Henry Channel to a required depth of 52 feet with 1 foot of allowable overdepth. The Optional Bid Item No. 3 Cape Henry Channel dredging, including allowable overdepth, involves dredging approximately 800,000 cubic yards of material. Optional Bid Item No. 4 consists of maintenance dredging along the toes portions of York Spit Channel to a required depth of 51 feet with 1 foot of allowable overdepth. The Optional Bid Item No. 4 York Spit Channel toes dredging, including allowable overdepth, involves dredging approximately 1,000,000 cubic yards of material. Optional Bid Item No. 5 consists of maintenance dredging along the toes portions of York Spit Channel to a required depth of 52 feet with 1 foot of allowable overdepth. The Optional Bid Item No. 5 York Spit Channel toes dredging, including allowable overdepth, involves dredging approximately 600,000 cubic yards of material. The magnitude of the project is between $5,000,000.00 and 10,000,000.00. THIS PROCUREMENT IS UNRESTRICTED. The duration is 120 calendar days from receipt of Notice to Proceed for the Base Bid period. The receipt date for bids is September 7, 2010 by 2:00 pm. NAICS CODE 237990 applies to this procurement. Submission requirements (plans/specs) will be available on/about August 6, 2010 via Federal Business Opportunities (FedBizOps, https://www.fbo.gov ). Search on W91236% for solicitations issued by Norfolk District. No hard copies will be available. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database in order to obtain access to FedBizOps. CCR Registration must also be active and current to be eligible for contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.bpn.gov.
