- The Contractor shall provide a comprehensive and convenient Commercial-Off-The-Shelf Web-based Foreign Language Courseware that is accessible 24 hours a day, 7 days a week and from anywhere world-wide via a web browser. The courseware shall be used to develop general foreign language proficiency and provide a solid foundation in the skills of reading, listening, speaking, and understanding of a foreign language and its culture. The type of language courseware should provide general language proficiency covering communications and the social setting for which the language will be used. The courseware should provide multiple levels of learning from the beginner who has never been exposed to learning a foreign language, to refresher sustainment of a language, to intermediate language level learning. The courseware shall provide a logical learning methodology with consistent and logical approaches for progressing through the instruction. Contractor developed courseware shall be self-paced, use interactive text, audio, and visual presentation to support learning and provide participants with appropriate and timely feedback of their progress. The courseware must have the capability to provide limited progress and usage reports. The contractor shall provide a minimum of five (5) of the most common language courses listed below. The courseware shall be structured to allow student progress through levels of learning including: - Memory of words and phrases for understanding and communicating. - Understanding and using sentences in reading and speaking. - Understanding and using oral and written paragraphs on specific topics. - Use of oral language skills for daily communication. The COTS foreign language courseware shall be updated, during the contract period, to incorporate changes in language vocabularies, new learning approaches, and technology enhancements and maintenance including 508 compliant services (See Section H.9.).
