Description
Background: The requirement for ARRA related work in TEAM/ECHO-Web Systems was not part of the original RFP and subsequent award because the ARRA law was enacted after the RFP was issued in November 2009. ARRA funding for FTA programs in TEAM/ECHO have doubled to over $18 billion. To accommodate the ARRA funding the TEAM/ECHO applications will have to undergo system modifications. Therefore, the additional level of effort and funding is for the contractor to identify, analyze, test and implement all changes to the TEAM-WEB/ECHO system and the application process review and to develop new codes for tracking ARRA funding. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER Carlene Jackson, Contracting Officer, DTFT60-10-F-0005 - TEAM/ECHO-Web Systems. This requirement is to increase the level of effort under modification 001. The amount of funding is $420,000.00. Rationale for Award: The work is within the original scope of work under tasks for contractor support in providing development, maintenance, and helpdesk support for the TEAM-Web/ECHO applications; •2. It is not practical or economically feasible to the Government to award a separate contract for this work when a contract is already in place to obtain the services; •3. The increase to the level of effort is nominal and therefore does not circumvent the original competition; •4. The labor rates for the modification are in line with the original contract award and have been deemed fair and reasonable; and, •5. The contractor is responsible - registered in Central Contractor Registry and not on the Excluded Parties List. •6. This ARRA contract action with rationale will be posted on FPO for other than a competitive and/or fixed price approach (FAR 5.705(b).
