- This action has been awarded under the American Recovery and Reinvestment Act(ARRA)of 2009. In compliance with this Act, the Government posts this notice that TaskOrder (TO) 38 was issued under contract NNJ08JB01C, the Environmental Contract, toprocure environmental services to support roof replacement and interior repairs of theBuilding 3 Cafeteria at JSC. The environmental services include environmental complianceoversight, industrial solid waste transportation and disposal, and review of all plans,specifications and drawings to ensure environmental requirements are included in thisproject. Interior repairs include removal and replacement of water-damaged, spray-appliedasbestos containing material used for fire proofing. These repairs require bringing theexisting fire alarm/fire sprinkler systems up to current code requirements. The repairsalso include adding fall protection and lighting protection systems. In additionmodification 88 was issued for funding Task Order 38. <P>The Environmental Contract was awarded on a competitive basis. These Task Orders wereissued under the cost-type contract arrangement in accordance with the contract. Acost-type arrangement is appropriate due to uncertainties involved in contractperformance that do not permit costs to be estimated with sufficient accuracy to use anytype of fixed-price contract. In addition, a cost-type contract was selected to providethe contractor the greatest incentive for efficient and economical performance, given thetypes of services to be performed. This Environmental Contract has experienced personneland documented performance to mitigate the Government's risk. In order to meet therequirements of the Recovery Act in the most prudent business manner, with the timeconstraints imposed, the existing Environmental Contract is the most appropriatecontractual vehicle for the work required.
