SF18 Request for quote COMBINED SYNOPSIS/SOLICITATION PROVIDE HVAC VENTILATION CLEANING SERVICES PER THE ATTACHED STATEMENT OF WORK (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-10-15756. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-10. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 238220. The small business size standard is $25M. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: See Statement of Work. (VI) Description of requirements is as follows: See Statement of Work: Statement of Work WRD-10-15756 1.0 Organization 1.1 Organization The Northwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 1.2 Background The NWFSC East and Center buildings were built 1963. The climate control of these buildings is supplied by duct work running throughout each building. As in any other ventilation system, periodic cleaning of the duct work is necessary. Research Scientists require a clean environment to produce quality results. The last time the ventilation duct work was cleaned thoroughly was in 2005. The time lapse of four (4) years has proven to be an inadequate period of time in maintaining a clean research environment. We have received recent complaints of particles coming from the ceiling diffuser in critical laboratories and offices within the East and Center building. 1.3 Objective Vendor is to thoroughly clean all ventilation duct work in the East and Center buildings. This includes but not limited to the supply air ducts, exhaust ducts, and all mixing boxes. 2.0 Contractor Requirements 2.1 Comply with all Federal, State, and local regulations for ventilation cleaning. 2.2 Must have a certification by the National Air Duct Cleaners Association (NADCA). 2.3 Must employ Air Systems Cleaning Specialist (ASCS) certified by (NADCA). 2.4 The lead person for the crew (Foreman) shall be trained in asbestos identification and abatement procedures. 2.5 Crew shall be trained on lock-out and tag-out procedures. 2.6 Vendor must supply MSDS (Material Safety Data Sheet) on all cleaning materials used on this project. 2.7 Vendor must implement safety precautions outlined in Site Safety Procedures Pamphlet. 2.8 The contracted work will be performed after regular working hours. 2.9 The vendor will be required to provide photographs and utilize a borescope to help provide evaluation and documentation. 2.10 The crew working on site will be required to wear some form of company identification. 2.12 The vendor must provide bonding insurance documentation. 2.13 If electrical connections required for vendor equipment are other than standard connection, the vendor will be responsible for the cost of an electrical contractor to provide needed connections. 2.14 The vendor will coordinate with the janitorial contractor to assure cohesiveness in performing each assigned responsibilities. 2.15 The vendor will be required to take prompt corrective action upon notice of deficiency by the Facility Supervisor. 2.16 The vendor shall be in compliance with all confined space regulations. 3.0 Services Required 3.1 These tasks are a summary of guidelines to be carried out by the contractor, and in no way represent the procedures on which the cleaning of the entire ventilation system of the east and center building is to be conducted. It is the responsibility of the contractor to assure that the work is performed with the highest regard to professionalism. 3.1.1 Vendor is to clean the entire air handling system in the East building and the four (4) smaller air-handling systems in the Center building. 3.1.2 Vendor is to scrape and clean fan blades, shrouds and casings. 3.1.3 Vendor is to scrape and brush louvers, angle extractors, and slitter dampers. 3.1.4 Vendor is to brush and vacuum plenum areas. 3.1.5 Vendor will use high-pressure vacuum and air-jet main duct work trunk 3.1.6 Vendor will brush and HEPA vacuum duct work interior. 3.1.7 Vendor will apply cleaning solution, brush and vacuum coils. 3.2 Vendor must provide a working schedule of the areas in which work will performed each day (night). See 2.8. 3.3 Vendor will be responsible for all labor, materials, tools and equipment to complete the requirements of this contract. 3.4 Vendor will be required to protect all government owned property, this includes, but is not limited to, office and laboratory equipment, furniture, computers, and structure items ( floors, ceiling tile, walls, etc.) 3.5 The vendor will be responsible for the keeping of all areas of work clean and free of debris after each shift. 3.6 If not available, the vendor will be required to install sealed/removable access covers. 3.7 The vendor shall only use HEPA filtered vacuum equipment when performing clean up of areas within the buildings. 3.8 The vendor shall assure that dust control procedures are in place before commencing work. (This is part of protection scientific equipment) 4.0 Inspections Inspections of the work shall be performed by the Facility Operations Specialist. If Facility Operations Specialist is not present to inspect the work, he will assign the task to a staff member. Any corrective action required as a result of the inspection shall be accomplished prior to final billing. However, the Facility Supervisor may at any time request correction or improvement work practices if they are found to fall below the standards of this contract. 5.0 Government Provisions Government will provide information on the following items: 5.1 A briefing on the proper safety procedures in a laboratory environment. 5.2 Electrical power 5.3 Restrooms 6.0 Point of Contact The NWFSC's designated point of contact for the vendor for questions, review, and acceptance of submitted work, is the Facility Operation Specialist. The point of contact will be responsible for task coordination and acknowledgment of the hours and performance of the contractor. 7.0 Performance 7.1 Place of Performance Services are to be provided onsite at the NWFSC location. 7.2 Period of Performance Specific performance schedules to include days and hours of services to be provided to, and approved by, the point of contact. Work will be completed by September 30, 2010. 7.3 Schedule of Performance Services are to be provided after normal business hours which are between 7:00 AM and 6:00 PM Monday thru Friday excluding legal federal holidays. Contractors will not perform duties on site under the contract if the Center is not open for business to federal employees, i.e. inclement weather, power outages, etc. All after hours scheduling will be coordinated and approved by the Facilities Supervisor. A federal government representative shall be on-site at all times. Delivery shall be FOB Destination (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items 2005-10 applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. Offers will be evaluated solely on price, on an all or none basis. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
