Description
The Fleet & Industrial Supply Center, in support of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS/IMF), Bremerton, WA intends to purchase two virtual reality welding training units. The intended purpose is to train welders without risk of injury, unnecessary waste and environmental pollution. The unit is to be Nationally Recognized Testing Laboratory such as UL or CSA approved. The VR weld-training unit must be able to immerse the student in a 360-degree environment. The welding simulator's welding hood is to provide a 3-dimensional view through a stereoscopic set up in the face mounted display. The VR weld-training unit is to provide a variety of virtual reality background environments such as weld booth, military desert, structural steel building site or other industrial work sites with a variety of joint configurations. The sound is to duplicate a live welding activity. Finally, the VR weld-training unit is to be accompanied with an annual software upgrade package that entitles the Government to any upgrades, process additions and enhancements to keep the unit current with industry standards.The virtual reality welding training units have a required delivery date of 10 September 2010. Provide 2-day onsite training at PSNS. The place of delivery is PSNS Bremerton, WA. F.O.B. Destination. This requirement to be solicited using commercial, simplified acquisition procedures in accordance with FAR Parts 12 and 13 utilizing Low Price Technically Acceptable evaluation factors. The solicitation shall be posted as unrestricted, full and open competition. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. The anticipated posting date of the solicitation is on or about 9 July 2010 with a closing on 30 July 2010. Complete specifications to be included in the solicitation. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or Faxed. All responsible sources may submit a bid, proposal or quotation, which shall be considered by FISCPS. Offerors must also be registered in the Contractors Central Registration (CCR) in order to participate in this procurement at http://www.ccr.gov.
