- This announcement is for the purpose of soliciting construction firms for the construction of two (2) clinics at two separate locations southwest of Amman, Jordan. A firm fixed price contract will be awarded to a prime construction contractor. The magnitude of the project is between $500,000.00 and $1,000,000.00. An irrevocable letter of credit or performance and payment bonds will be required. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 24 July 2010. A pre-proposal conference/site visit is scheduled on or about two weeks after release of the RFP. Specific date and time information will be disseminated to the offerors by the resident engineer at that time. The proposals will be due on or about 24 August 2010. PROJECT SCOPE: The project is for the construction of two (2) clinics at two separate locations southwest of Amman, Jordan. The two schools are in Madaba, approximately 75 kilometers south, southwest of Amman; and in Shuna, approximately 60 kilometers south west of Amman. Both clinics have identical floor plans and have all utilities within 200 meters of the construction site. These two projects both include the following work: Topographic and Geotechnical Surveys and reports; Site design and Clearing, grading, drainage, and grubbing; Site design and construction of paved vehicular access and parking; Site utility design and installation and connection of water supply line; design and installation of sanitary sewer collection system with connection to existing sanitary sewer system; site design, installation, and connection of electrical primary with transformer; design and installation of communications systems; design and installation of fire water supply system; Design and construction of the outpatient clinics. Furnishings and clinic equipment are not in this contract. All work identified in the Scope of Work shall be completed within 365 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. The RFP will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Best Value/Tradeoff contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on a best value determination. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be pass word protected. Proposals will be received in hard/paper copies only.
