- statement of work July 9, 2010 Solicitation Number: SA4705-10-Q-0166. This is a Request for Quote This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2006-39 This is a total small business set aside. The North American Industry Classification Code (NAICS) assigned to this acquisition is 532420. The small business size standard for this NAICS code is $25,000,000. The Document Automation and Production Service (DAPS) intends to procure leases for copiers and maintenance service for DAPS customers located in Peoria, Illinois. The United States Government intends to award the contract to the Lowest Priced Technically Acceptable (LPTA) responsible offeror in accordance with FAR 52.212-2. Awards will be Firm Fixed Priced Option Year contracts. The base year will be until September 2010. Options will be provided for following years up to a maximum of 48 months. Contractor shall provide 3 networked multifunction devices. Devices shall be network capable, have copy, fax, print, scan, and common access card capabilities in accordance with the statement of work. CLIN 0001 - High volume high speed Black & White networked device. A minimum of 50 pages per minute, 600 dpi or greater, with an estimated maximum of 35,000 copies per month. Quantity of 2. [VB4] CLIN 0002 - High volume high speed Black & White networked device. A minimum of 55 pages per minute, 600 dpi or greater, with an estimated maximum of 70,000 copies per month. Quantity of 1. [VB5] The devices are to be installed at: Peoria Air National Guard 2416 S. Delivery shall be September 1, 2010. Devices must comply with Section 508 of the Rehabilitation Act as specified at 36 CFR 1194.25. Evaluation of options will not obligate the Government to exercise the option(s). 52.217-9 -- Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 48 Months. 252.201-7000 Contracting Officer's Representative. CONTRACTING OFFICER'S REPRESENTATIVE (DEC 1991) (a) Definition. "Contracting officer's representative" means an individual designated in accordance with subsection 201.602-2 of the Defense Federal Acquisition Regulation Supplement and authorized in writing by the contracting officer to perform specific technical or administrative functions. (b) If the Contracting Officer designates a contracting officer's representative (COR), the Contractor will receive a copy of the written designation. It will specify the extent of the COR's authority to act on behalf of the contracting officer. The COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract. Option for increased quantity The Contracting Officer reserves the right to increase the quantity of equipment and services at the awarded unit prices listed for each CLIN. Such increases will not exceed 50% per volume band over the term of the contract and will be executed by issuance of a written modification. This acquisition is not Defense Priorities and Allocations System (DPAS) rated. In accordance with FAR 52.212-1(b) the vendor shall submit their quote on company letterhead or other document of vendor's choosing. The quote shall contain the following information: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Unit price per month, and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments (if any); (10) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. Quotes are due July 23, 2010 at 7:00AM local (11:00 UTC/GMT) to the Contracting Officer listed below via e-mail or express mail.
