Description
The Federal Bureau of Prisons, Privatized Corrections Contracting, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services and mental health treatment services for male and female inmates in the West Springfield, Massachusetts area. The location where services are to be performed must be no further than 20 miles from the Hampden County Sheriff Department Residential Reentry Center (RRC) located at 325 Alabama Street, Ludlow, Massachusetts, 01056. The contract period shall consist of one 12-month base year and four 12-month option years for renewal at the unilateral discretion of the Government and all quantities are estimated for the Transitional Drug Abuse Treatment (TDAT) services. The estimated services for the base year and each option year are as follows. (All session will equal 30 minutes in duration): Base Year: Estimated number of inmates 5, Intake Assessments (one per inmate) for 5 inmates; Individual Counseling Sessions for 24 sessions x 5 inmates = 120 sessions; Group Counseling Sessions for 72 sessions x 5 inmates = 360 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 2 inmates = 2 each; Individual Mental Health Counseling Sessions for 24 sessions x 3 inmates = 72 sessions; Group Mental Health Counseling Sessions for 12 sessions x 3 inmates = 36 sessions; Mental Health Intake Assessment and Report (one per inmate) for 1 inmate; Medication Monitoring (2 each per inmate) for 3 inmates = 6 each Option Year 1: Estimated number of inmates 6, Intake Assessments (one per inmate) for 6 inmates; Individual Counseling Sessions for 24 sessions x 6 inmates = 144 sessions; Group Counseling Sessions for 72 sessions x 6 inmates = 432 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 2 inmates = 2 each; Individual Mental Health Counseling Sessions for 24 sessions x 3 inmates = 72 sessions; Group Mental Health Counseling Sessions for 12 sessions x 3 inmates = 36 sessions; Mental Health Intake Assessment and Report (one per inmate) for 1 inmate; Medication Monitoring (2 each per inmate) for 3 inmates = 6 each Option Year 2: Estimated number of inmates 7, Intake Assessments (one per inmate) for 7 inmates; Individual Counseling Sessions for 24 sessions x 7 inmates = 168 sessions; Group Counseling Sessions for 72 sessions x 7 inmates = 504 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 2 inmates = 2 each; Individual Mental Health Counseling Sessions for 24 sessions x 3 inmates = 72 sessions; Group Mental Health Counseling Sessions for 12 sessions x 3 inmates = 36 sessions; Mental Health Intake Assessment and Report (one per inmate) for 1 inmate; Medication Monitoring (2 each per inmate) for 3 inmates = 6 each Option Year 3: Estimated number of inmates 8, Intake Assessments (one per inmate) for 8 inmates; Individual Counseling Sessions for 24 sessions x 8 inmates = 192 sessions; Group Counseling Sessions for 72 sessions x 8 inmates = 576 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 2 inmates = 2 each; Individual Mental Health Counseling Sessions for 24 sessions x 3 inmates = 72 sessions; Group Mental Health Counseling Sessions for 12 sessions x 3 inmates = 36 sessions; Mental Health Intake Assessment and Report (one per inmate) for 1 inmate; Medication Monitoring (2 each per inmate) for 3 inmates = 6 each Option Year 4: Estimated number of inmates 9, Intake Assessments (one per inmate) for 9 inmates; Individual Counseling Sessions for 24 sessions x 9 inmates = 216 sessions; Group Counseling Sessions for 72 sessions x 9 inmates = 648 sessions; Psychiatric Health Intake & Assessment, 1 per inmate x 2 inmates = 2 each; Individual Mental Health Counseling Sessions for 24 sessions x 3 inmates = 72 sessions; Group Mental Health Counseling Sessions for 12 sessions x 3 inmates = 36 sessions; Mental Health Intake Assessment and Report (one per inmate) for 1 inmate; Medication Monitoring (2 each per inmate) for 3 inmates = 6 each The services above shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated June 2010 and Revised July 2010 for the Northeast Region. The request for quotation will be available on or after July 30, 2010 and will be distributed solely through the General Services Administration Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The estimated closing date is on or about August 30, 2010. The solicitation is unrestricted. All responsible business concerns may submit a quote which will be considered. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract.
