Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Medical Center Porthsmouth, intends to award a firm fixed price purchase order on a sole source basis to: Deltex Medical SC, Inc., Greenville, SC 29601. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Deltex Medical manufactures the CardioQ esophageal Doppler monitoring system, which provides real-time measurements of cardiac output and visualization of blood flow from the left side of the heart. The CardioQ monitor is consistently used in research studies as the standard for esophageal Dopplers. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): It is necessary to have the CardioQ model, as it is identical to the CardioQ product we currently possess in our lab. We will be conducting a research study comparing this particular product to another means of cardiac output monitoring. Introducing different esophageal Doppler monitors into the study may introduce new, undesirable variables. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: An internet search of esophageal dopplers identified three products, the CardioQ, the Waki, and the Hemosonic. Optimal alignment of each of these products in the patient is different, and only the CardioQ produces an alignment that is identical to the product we currently use the lab. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
