Description

JOFOC for ESP System This publication serves as notice of intent to procure an Environmental Sample Processor System for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on a sole source basis with Spyglass Biosecurity, Inc., of Marina, CA in accordance with the authority of 41USC 253(c)(1), Only one responsible source (as prescribed in FAR 6.302-1). See the attached Justification for Other than Full and Open Competition (JOFOC). The Government intends to negotiate a firm-fixed-price contract. The Environmental Sample Processor System provides in situ collection and analysis of water samples from the subsurface ocean. The instrument is an electromechanical/fluidic system designed to collect discrete water samples, concentrate microorganisms or particles, and automate application of molecular probes which identify microorganisms and their gene products. NAICS Code is 334516 with a size standard of 500 employees. This notice represents the only official notice of this solicitation. Interested responsible concerns may submit a written capability statement, proposal or quotation to the Government point of contact. This notice of intent is not a request for competitive proposals or a solicitation of offers; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
