- RECOVERY ACTION: Environmental Restoration of Separations Process Research Unit (SPRU). The Task Order DE-AT30-07CC60013/SP15 is a Cost Plus Incentive Fee (CPIF) Small Business Set Aside awarded to Accelerated Remediation Company A Portage Shaw Joint Venture LLC (aRc). The Task Order is receiving additional American Recovery and Reinvestment Act funding in the amount of $2,775,000.00 to cover the costs associated with the addition of remediation of soil contaminated with radionuclides and chemicals in the North Field and Red Pines Area at the Knolls Atomic Power Laboratory (KAPL). The contaminated soils are to be remediated within the existing Recovery Act scope which includes approximately 6,000 additional cubic yards of excavated soil to the scope of the current task order, or roughly a 60% increase. Task Order Completion will be achieved when the following are accepted by the Department of Energy (DOE) as complete: 1.The North Filed and Red Pines area is cleaned up in accordance with the criteria in this Task Order.2.Wastes have been shipped and disposed offsite in a permitted disposal facility.3.Final Cleanup Report for the radiological cleanup is completed and approved by DOE.4.The land areas remediated are restored and graded for proper drainage, and reseeded or repaved as appropriate.5.Resource Conservation and Recovery Act (RCRA) Investigation(s) of Volatile Organic Compounds (VOCs) in the Red Pines Area is completed and the regulator concurs with the assessment. Rationale for using other than a fixed price and/or competitive award: The original Task Order is a CPIF contract. Modifying this task order to add additional area does not change the risk assessment of the work. The remediation of the North Field area will have the same uncertainties that the lower level work has regarding how much work will be required to remediate the soil and groundwater; therefore, maintaining a CPIF type contract is appropriate.
