Description
This is a sources sought synopsis. The U.S. Nuclear Regulatory Commission (NRC) is conducting market research to determine the range of responsible commercial entities that are authorized by IBM to provide the NRC with the software described below and to assess their capabilities. The purpose of this notice is to provide potential sources the opportunity to submit information regarding their capabilities for the NRC to consider so that NRC can make an informed decision regarding acquisition strategy for future procurement of IBM software license renewals and, potentially, procurement of new IBM software licenses. If your organization has the potential capacity to perform IBM authorized reseller/business partner support services for both (a) IBM software and (b) IBM software license renewals, regardless of company size, you are invited to submit a response to this notice to respond to the questions below. Submission of additional materials is discouraged. The NRC currently uses a wide range of IBM software to support several mission-critical systems and functions including: (1) document management and storage; (2) electronic record-keeping; (3) public information dissemination to NRC's public website; (4) an electronic information exchange system that permits licenses and NRC stakeholders to submit documents electronically through the NRC's Public Web Server; and (5) software lifecycle development tools. Currently there are several separate NRC procurement actions that occur every year for IBM software license and IBM software license renewals NRC is seeking to determine whether it would be cost-effective to replace the current piece-meal procurement approach for these IBM license procurements and IBM license renewal procurements with an NRC enterprise-wide procurement approach for same. This could potentially enable NRC to consolidate some or all IBM software license renewal procurements and IBM license procurements into one NRC enterprise-wide IBM software contract, thus eliminating multiple, annually occurring procurement actions. Furthermore, it may allow NRC to standardize renewal periods for its IBM software licenses resulting in the ability to better manage and track the status of all IBM software licenses NRC-wide. Finally, the NRC is also interested in finding out what kind of potential savings could be realized from buying all these IBM software licenses and related renewals and support from one contractor under one enterprise-wide contract. A list of IBM software currently in use at NRC is listed below. • Filenet Content Services • Filenet Panagon 8 (P8) • Cognos • Tivoli • Rational • Lotus Forms • Lotus Domino • AIX Additionally, in future years, NRC may find a need for IBM software products not reflected in the above list. Because we cannot necessarily anticipate our future needs, other IBM products are not reflected on this list. Questions for Respondents Please respond in writing to the questions below. 1. What size of business is your company with respect to NAICS code 423430 (i.e. small or other than small)? 2. Is your company an IBM-approved business partner/reseller for some or all of the IBM software licenses listed above? If yes, indicate which of the above IBM software licenses that your company currently sells and what license renewals for the above IBM software products that your company currently sells. If not, please describe what action would be taken to obtain partner/reseller approval for the identified software. 3. Which GSA FSS contract(s), in your company's own name, does your company have that currently include the some or all of the IBM software products listed above? What are the contract number(s)? When does the current contract period for each of those contracts expire? 4. If your company currently has one or more of its own GSA FSS contracts, please indicate (a) which of the above IBM software products are currently available for ordering from those GSA FSS contract(s) and (b) whether software license renewals can currently be ordered from those GSA FSS contract(s) for the above IBM software products. 5. Does your company have the ability to quote pricing for more than one year (each year priced and funded separately) for software license renewals for the above IBM software? If so, is that pricing available on an open market basis only, or GSA FSS basis only? 6. List any companies or government agencies to which your company has sold IBM software licenses and/or IBM software license renewals within the past three years. If your company has enterprise contract with any other companies or government agencies, please indicate so and describe those contracts (how they are structured, what can be ordered, how ordering works, etc). 7. Indicate how your company could provide the lowest possible pricing on the IBM software licenses and IBM software license renewals listed above (e.g., on an open market basis, on a GSA FSS basis, or under an existing Governmentwide Acquisition Contract (GWAC) such as NASA SEWP IV). Please provide responses to this notice in writing to matthew.bucher@nrc.gov DISCLAIMER AND NOTES: Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's potential capability and capacity to perform the subject work. The Government may provide access to the information contained in the response to a contractor providing acquisition planning and strategic technical assistance support to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
