Description
This requirement is for Collection and Recycling of Clean Scrap Wood. The contractor shall furnish all supervision, labor and equipment for the transportation and off-post recycling of approximately 1,500,000 pounds of clean scrap recyclable wood at Tobyhanna Army Depot, Tobyhanna PA 18466. Clean wood to be recycled by the contractor is any scrap wood that has not been painted, treated (e.g. wolmanized), creosoted or rotted. Clean wood shall include, but is not limited to pallets, skids, crates, spools and dimension lumber. Any or all clean wood may contain the following acceptable materials: nails, screws, bolts, wire, banding, angle irons and/or small amounts of plastic wraps, shipping labels. The contractor shall provide a sufficient quantity of 40-cubic yard roll-off containers as determined by the Government, at specified locations at Tobyhanna Army Depot. The contractor will be required to tarp the full containers of clean wood and transport off Tobyhanna Army Depot (TYAD) to a facility where all clean wood shall be recycled and or reused (e.g. shredded into mulch). The same day the contractor transports a full container off TYAD, the contractor shall provide an empty container. Contractor shall comply with all laws, ordinances, statues, and regulations pertaining to the collection, transportation and recycling of clean scrap wood. Collection shall be limited to regularly scheduled collection, as well as on-call collection. Collection will occur as scheduled between the hours of 8:00 AM and 4:00 PM on Monday through Thursday, And 8:00 AM and 3:00 PM on Fridays. The contractor shall collect a minimum of 50 percent of the contractors full containers at TYAD at a minimum of three days per week. It is anticipated that the Government will issue a firm fixed-priced contract. The estimated period of performance is a base period of twelve (12) months with an option to extend for four (4) additional twelve month periods. In accordance with FAR 19.502-2(b)(1) this requirement has been designated as a 100% Small Business Set-Aside. NAICS code is 562111, Size Standard is $12.5 million. This acquisition will be pursued in accordance with FAR Part 12-.Acquistion of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Request for Proposal (RFP) W25G1V-10-R-0038 will be issued on or about July 26, 2010. The RFP will be available for download on the Interactive Business Opportunities Page (IBOP). Vendors wishing an electronic copy may download the RFP on or after the issue date at the following internet address: https://abop.monmouth.army.mil/ At the Interactive Business Opportunities Page (IBOP), at User Registration, follow instructions to register. After obtaining a password (usually provided within 24 hours), go to the IBOP, under ARMY SOLICITATIONS select CECOM and follow the instructions for searching and downloading solicitations/amendments. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is incumbant upon interested sources to periodically check the ABOP through closing to ensure that they are aware of any amendments which may be issued. All amendments must be acknowledged in the proposal. Any resultant contract will be Firm Fixed-Price. All prospective offerors must be registered in Central Contract Registration (CCR) prior to award of contract with any DOD agency.
