- The Great Lakes Acquisition Center (VISN 12) is seeking Offerors with housing units in the vicinity of Chicago, Hines, and North Chicago, IL; Milwaukee, Tomah, and Madison, WI; and Upper Michigan (Iron Mountain) to assist the local VA facility with the provision of residential placement and supportive services under the Health Care for Homeless Veterans (HCHV) program. The primary goal of this program is to obtain temporary housing for homeless or near homeless Veterans and to prepare them for independent living so that they may eventually find their way to permanent housing located within the community. Offerors shall have experience in successfully working with residents recovering from co-morbid conditions such as serious mental illnesses, substance abuse, disorders, and other serious medical conditions. The types of services offerors will be required to provide include, but are not limited to the following: Residential Room and Board; Laundry facilities for residents to do their own laundry; and therapeutic, rehabilitative, and recovery services. To this end, Offerors must be able to demonstrate their ongoing capacity and resources to work with this population within a community setting. The NAICS code for this requirement is 624229, Other Community Housing Services (size standard of $7.0 million). VISN 12 VA anticipates establishing multiple Blanket Purchase Agreements (BPAs) with community vendors for the estimated period August 1, 2010 through September 30, 2014. Responses will be evaluated on technical capability/qualifications, price, past performance, and SDVOSB or VOSB business size standard. A facility inspection is also required. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website. No hard copies will be made available. The solicitation provides information to vendors about the submission requirements. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation any amendments.
