Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RABQ2100046, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. The North American Industry classification (NAICS) code is 611710 and the business size maximum is $5.0 Million. All responsible sources may submit a quote, which will be considered by the Government. This office is requesting quotes on the following item: Consultant Services for the Family and Child Education Program. Description of Services/Introduction: The purpose of the Family & Child Education (FACE) Program is to provide effective and quality adult and early childhood education including parenting education promoting student academic achievement beginning in the earliest years of life with direct daily involvement of parents in developmental learning activities. The research on early childhood education indicates young children "at risk" without effective parent involvement, education, and support. "At risk" children come to elementary school with below average skills and preparation for school success. The FACE program must have a comprehensive evaluation of the program to measure outcomes and success to continue to provide quality implementation of the model. Recent evaluations conclude that FACE has increased the educational attainments of its participants both academically and socially. Parental involvement has increased and the recognition of the role of parents has been supported. Background: The Bureau of Indian Education (BIE) serves as a state education agency (SEA) for 184 elementary and secondary schools and dormitories serving approximately 48,000 students located in 23 states on 63 American Indian reservations. The Family & Child Education Program is a culturally appropriate family literacy, adult and early childhood education, parental involvement model which provides for and promotes educational services for all children prenatal to 3rd grade and their parents in three settings: 1) home, 2) Bureau of Indian Education funded schools in center based for 3-5 year olds, and 3) K-3rd grade. FACE has been identified by the BIE as the model utilized as a tool for school reform based on extensive research. Objectives: This proposal is to deliver a descriptive, analytical evaluation comparison study of the success/effectiveness for 25 FACE programs in raising or improving 1) School readiness skills in children entering kindergarten, 2) Evaluating academic achievement levels of students in FACE at entry points and 3) Evaluating achievement outcomes of both adults and children in the FACE program, academically and school readiness. 4) In addition, reanalyzing previous and current data of 25 FACE programs depicting participation and intensity of services. Objective 1. a. Provide a comprehensive analytical comparison analysis of the prior 04 Impact study (PY 04) of 25 FACE programs and PY 08 data. This data comparison will indicate impacts of FACE involvement, home literacy, and parental involvement;b. Provide comparison data showing two different school years of compilation and analysis of FACE impact relative to school readiness skills/domains (Language/Literacy, Mathematics, Person/Social development, and Conventional Knowledge) necessary for success at school entry for statistically significant differences between each site as compared with all FACE sites;c. Use data previously acquired and collected from 25 FACE programs (PY 04 & PY 08) in the areas of Work Sampling instrument, teacher reviews, etc., necessary to carry out the provisions of this scope of work. d. Coordinate with the Division of Performance & Accountability (DPA), Early Childhood staffs the protocol, information and any other tasks that require BIE-DPA staff involvement; Objective 2. a. To provide training and technical assistance to the BIE and 25 identified FACE programs in conducting the study and analysis of the data for two comparison years.b. The vendor shall coordinate with the BIE-DPA Early Childhood staff locations for training and distribution, dissemination of information and protocol to conduct/distribute the evaluation information, power point presentations, etc;c. The vendor shall develop within 20 days of the contract period a timeline of implementation to complete all tasks;d. The vendor shall provide interpretation of each of the 25 power point presentations to BIE and each of the 25 FACE sites via web ex technology to provide informed and pertinent data for site level data-based decision making. Objective 3. The vendor shall outline areas of needs improvement to further evaluate the program based on program expertise to the BIE-DPA Early Childhood Director in a narrative format including a complete analysis of all 25 program site data and comparisons. Scope:The contractor shall provide a descriptive, analytical research/evaluation and comparison study of the success/effectiveness of the 25 FACE programs in raising or improving from two different school years (PY 04 and PY 08) in 1) School readiness skills in children entering kindergarten, 2) Evaluating academic achievement levels of students in FACE, and 3) Evaluating achievement outcomes of both adults and children in the FACE program, academically and school readiness. Government furnished property, equipment and Services: None Contractor Furnished Items and Services: The contractor shall furnish all required items to perform the SOW. Qualifications: 1. The vendor shall have five or more years background and experience working with Bureau funded schools;2. The vendor must have research with experience in educational research;3. The ability to conduct a research study of this complexity, including analysis, and differentiation of several types of pre-readiness programs, (FACE, Head start, Even-Start, etc.), understanding varied levels of family literacy; and defining and assessing family involvement in a FACE setting that relate to an evaluation of this magnitude; 4. The vendor shall possess knowledge of the FACE model, components, sites and school settings from prenatal through Grade 3;5. Research design applicable to a pre-readiness study for Kindergarten entry children and at grade three;6. The vendor shall possess knowledge of early childhood and developmentally appropriate best practices;7. The vendor shall have a research design and tools readily available for a analysis of two years of data submitted (25 FACE programs, in 10 states nationwide);8. The vendor shall be able to identify and utilize a school readiness tool to determine school readiness skills and outcomes of participants i.e.: Work Sampling;9. The vendor shall have the knowledge and expertise to provide a compilation, analysis and comparison study for reporting and meeting the required scope of work to address the intensity of services, quality, and participation of FACE at the 25 FACE programs. Deliverables: 1. The vendor will furnish 25 power point presentations of the data, with visuals, charts, diagrams, and interpretation of data etc2. The vendor will provide web-ex presentations to BIE-DPA personnel and 25 FACE programs interpreting the information and findings in 25 different sessions;3. The vendor will present evaluation data at one meeting or other venue with BIE. 4.
