- THIS IS A SOURCES SOUGHT NOTICE: National Security Technologies LLC (NSTec) is the Prime CONTRACTOR for U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO). NSTec maintains and operates the NNSA/NSO telephone and data network(s) for the Nevada Test Site (NTS), Mercury, NV located approximately 65 miles northwest of Las Vegas, Nevada and the office complex(es) in their North Las Vegas(NLV) Facility. The telecommunications transport facilities between these two locations consist of multiple paths of fiber optic and microwave carriers, some leased and others owned. The current transport facilities are approaching maximum capacity and the availability for future expansion will soon be eclipsed. NSTec will be soliciting for a Subcontract to provide architectural-engineering design and construction (design-build) services which will deliver dedicated dark fiber optic strands between two end equipment (terminal) locations to be accomplished in 3 Parts. The fiber optic cable installation shall have the capacity to connect modern high speed Optical Carrier (OC)-192, Synchronous Optical Network equipment with Dense Wave Division Multiplex (DWDM) capabilities to each of the specified endpoints. It is the Subcontractor's responsibility to design an overall system that will guarantee the transmission of Optical Carrier, Dense Wave Division Multiplex, level signals between the two end equipment (terminal) locations. PART 1 forms the BASE Subcontract. Subcontractor shall provide 24 (min) new single mode fibers from Mercury, to Creech AFB. This part consists of a buried (trenched or plowed) cable installation inside the Nevada Test Site, alongside Mercury Highway for five miles to U. S. Route 95, continuing another eighteen miles within the North/East right-of-way of the Nevada Department of Transportation's U. S. Route 95, to inside Creech AFB. Design and construction of the fiber optic cable installation shall be in accordance with the UNITED STATES DEPARTMENT OF AGRICULTURE, Rural Utilities Service Bulletins. PART 2 - OPTION 1 : This PART consists of existing single mode fibers from Creech AFB t o Nellis AFB. The Subcontractor shall characterize four strands of existing fiber from both ends and design/incorporate the proper connections to interface this existing fiber between PART 1 and PART 3. PART 3 - OPTION 2 : This PART consists of connectivity between Nellis AFB and 2621 Losee Road, North Las Vegas, Nevada. The successful offerer shall propose a route and method of providing four dark fiber strands across the North end of the Las Vegas Valley. Should the physical distances between the endpoints exceed the capabilities of the optical transmitting or receiving devices (terminals), mid span repeaters and/or fiber amplifiers may be a design solution. The Subcontractor shall determine and designate such mid span locations based on their computation of an overall end-to-end Link Power Budget. Subcontractor personnel will have to comply with NTS project labor agreements. To be considered for award, the successful Offeror will have to demonstrate, among other things, 5 years experience in Fiber Optic Installation.
