Description
The U.S. Army Corps of Engineers intends to award a sole source firm fixed price type contract to the University of Wisconsin to provide technical training to the 249th Engineer Battalion, Bravo Company in Fort Bragg, NC from 19 23 July 2010. The Soldiers of the B Co 249th Engineer Battalion require industry led training to maintain proficiency in a variety of technical electrical competencies as well as various aspects of electrical safety. Statement of Work The 249th Engineer Battalion shall receive on-site instruction at Ft Bragg, North Carolina for a class size of 30 students in accordance with training windows specified in the delivery schedule. Course instruction shall cover the specified course requirements. The course participants are experienced prime power specialists with experience in medium voltage power plants. The course shall meet the needs of the experienced prime power specialist. The course curriculum is as follows: 1.Distribution Systems Defined 2.Provide a comprehensive study of the 2008 National Electrical Safety Code 3.Determine electrical and physical characteristics of conductors 4.Provide Electrical Definitions 5.Electrical Installations 6.Wiring Methods, Materials and Design 7.Grounding and Bonding 8.Calculating vector force 9.Methods of Guying, NESC Requirements, Calculating Forces and types of Guys 10.Insulators and Insulation Coordination In order to fully support full spectrum operations and maintain proficiency in Designing Electrical Overhead Distribution Lines, the onsite training course provided should be a part of a certification program. Courses must be recognized by US Government Agencies and industries nationwide. Take home instruction and course materials should be provided by the vendor for all students. Completion certificates should be provided for each student once the course is completed. The 249th Engineer Battalion will provide the following: "Classroom space with projection screen "Training aides and equipment specified by the contractor and agreed upon mutually by both parties Course costs shall include on site instruction, all class materials & student textbooks, shipping expenses, completion certificates, and instructor travel & expenses. Instructor shall be responsible for coordinating all travel arrangements. DELIVERABLES: The contractor shall provide the B Co 249th Engineer Battalion on site instruction as specified, wherein the course topics are all covered in this curriculum. SECURITY: There are no security requirements for this training. PERFORMANCE SCHEDULE: The location where the work is to be performed is as follows: B Company 249th Engineer Battalion (PP) BLDG 3-2631 Butner Road Ft Bragg, NC 28310 This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements AND (FAR) 6.302-2(a)(2), Unusual and Compelling Urgency. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 10 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a Firm Fixed Price contract to the University of Wisconsin for the 249th Engineer Battalion, B Company. This service shall be provided to the B Company, Fort Bragg, NC.
