- Description
- NOAA's National Marine Fisheries Service (NMFS) is conducting research to understand how changes in ocean conditions due to variation in climate affects salmon survival, particularly during the first few months after juveniles enter the ocean. NMFS scientists have found that plasma levels of a hormone, insulin like growth factor I (IGF I), are correlated with instantaneous growth rate in sexually immature salmon and thus can be used as a physiological index of body growth rate. The goal of this project is to monitor levels of IGF I in juvenile salmon caught off the coasts of Oregon, Washington, British Columbia, and Alaska in relation to oceanographic conditions in those locations. Plasma levels of the androgenic hormone, 11-ketotestosterone, are measured so that sexually maturing males can be removed from the analysis. Previous research has shown that smolt to adult coho salmon return rates are strongly affected by how well salmon survive the first few months at sea, and this is correlated with growth (plasma IGF I levels) during this period. Since ocean conditions vary from year to year and are not predictable, this work must be conducted over several years to determine large-scale patterns associated with climate change. Thus the request is for an initial year and option for four additional years of work. Data obtained from this work will assist NMFS in developing better tools for forecasting adult salmon returns. The contractor shall collect blood samples from salmon and other marine fish in order to determine plasma insulin-like growth factor (IGF-I, a hormone that is a biomarker for growth) and 11-ketotestosterone (11KT, a hormone that is a biomarker for male maturation). The following is required for this work: a) collect blood samples from the fish of interest in Puget Sound and coastal areas of Oregon, Washington, British Columbia and Alaska on research cruises of up to 3 weeks duration; b) be responsible for preparing, organizing and storing plasma at sea; and c) record and maintain data on fish and plasma samples. This requirement calls for the measuring of up to 4,000 samples of plasma levels of 11-ketotestosterone by enzyme immunoassay and salmon IGF I by specific time-resolved fluorescence immunoassay. Period of performance for the base period shall be September 7, 2010 through September 6, 2011. Four one-year option periods may follow. The North American Industry Classification Code (NAICS) is 541712 with a size standard of 500 employees. A Request for Proposal (RFP) solicitation may be available mid- to late July 2010 at http://www.fedbizopps.gov/. The estimated response due date will be mid- to late August, 2010. Paper copies of the solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential contractor is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. Email any questions regarding this procurement to Mimi Hetzel, Contract Specialist at mimi.a.hetzel@noaa.gov. All responsible, responsive sources may submit an offer which will be considered by the Agency.
