- DLA Aberdeen anticipates issuing a Request for Proposal (RFP) on or about July 21, 2010, which will result in the award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 1-year base period and four 1-year option periods for NSN 5820-01-452-1222, User Readout (URO) a component of the Enhanced Position Location Reporting System (EPLRS). Each option year will be exercised at the discretion of the Government. The NAICS Code for this item is 334220. A guarantee will be given for the base year of the contract only. Specifically, 600 units of NSN 5820-01-452-1222, User Readout (URO), is the guarantee to be placed with the first order. **No Guarantee Will Be Provided For The Option Years.** Since this is an IDIQ LTC a total maximum contract ceiling of $10,611,780.00 will be included in any contract awarded as result of this solicitation. Delivery is to: DSCC New Cumberland facility in New Cumberland, Pa. This is a full and open competition requirement that is restricted to small businesses, as the requirement is a 100% small business set-aside. The evaluation criteria for this solicitation will be issued in accordance with FAR 9.104 contractor qualifications and standards. The following technical requirements are for the acquisition of C-10830B/U, User Readout (URO), Part of Enhanced Position Location Reporting System (EPLRS), and NSN 5820-01-452-1222: 1. Technical Approach. a. Operating & Physical requirements. The Offeror shall describe, in detail, their URO design and explain, in detail, how they will ensure that their URO design meets or exceed all the requirements specified in the Performance Specification, A3271224 D; specifically meeting or exceeding Performance Specification paragraphs 3.3 Operating Requirements, 3.4 Physical Requirements, 3.5.3 Safety, 3.5.4 Identification and Electronic marking, and 3.6 Operating Environment Requirements through 3.6.12 Solar Radiation. b. Test. The Offeror shall describe, in detail, their approach and schedule to First Article Test (FAT)/Electromagnetic Interference (EMI) to ensure operating, physical, and schedule requirements are met, as well as ensuring that the FAT/EMI requirements in Section 3.6 Requirements for Contractor Performed FAT of the SOW are met. Specific requirements of this Special Requirement, which shall be submitted with the Offerors proposal, shall include, but not be limited to, discussion of: (1) The Offerors First Article contingency plan, which shall address the Offerors planned approach to any test failures that may occur during FA, the plan to remedy and ultimately pass FA, and the approach to prevent any negative effect on the schedule for the production phase* of the contract. (2) The Offerors design engineering expertise and capability to meet the URO Performance Specification paragraphs mentioned above and SOW Section 3.6 - First Article Test Requirements. (3) The specific methods and procedures the Offeror will follow to ensure compliance with the EMI requirements in the Performance Specification and SOW. (4). The Offerors capability to design and manufacture programmable logic devices containing a micro-controller and containing embedded firmware. (5) The Offerors experience designing and fabricating electronic simulators to verify a production items interface with the next higher assembly.
