Description:  This is a combined synopsis/request issued under solicitation number CNSHQ10T0022 for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are requested and a written solicitation will not be issued. The government anticipates award of a single Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA). This solicitation will incorporate provisions and clauses that are in effect through the latest Federal Acquisition Circular 2005-42 effective June 16, 2010. This procurement is a 100% small business set-aside and the applicable North American Industry Classification (NAICS) code is 722320 ( Caterers) with a Size Standard restriction of 7.0 million dollars. These services are to be provided at AmeriCorps NCCC Pacific Region Campus, located at 3427 Laurel Street, McClellan, CA 95652 and surrounding area. All firms or individuals responding must have a commercial and government entity code (CAGE Code), must be registered with the Central Contractor Registration (CCR) https://www.bpn.gov/ccr. SERVICE DESCRIPTION: AmeriCorps *NCCC Pacific Region requires catering services for special events and feeding for the last three (3) days before graduation that will occur mid July for Class 16, and the first week of arrival for Class 17. Services may be requested periodically through-out the year. Onsite and offsite services at variable locations not to exceed a 20-mile radius of 5446 Skvarla Avenue, Building 943, McClellan, CA 95652. Headcount and meal requirements are as follows: -On July 28, 2010 Corps Member Graduation *480 members *Meal type- breakfast, lunch, and dinner *Off campus feeding (within a twenty mile radius) -August 26, 2010 through October 6, 2010 *50 members *Meal Type- breakfast, lunch, and dinner *On campus feeding (within a twenty mile radius) -October 7, 2010 through November 3, 2010 *480 members *Meal type- breakfast, lunch, dinner *On campus feeding MENU OF POSSIBLE REQUESTED ITEMS: Breakfast Fruit Cold Cereal Breakfast breads Yogurt Coffee and decaf Milk (2% and fat free) Juice Waffles Toppings Butter Syrup Bacon Eggs Breakfast meats Potatoes Condiments Fruit Salad Lunch Assorted lunch meats and vegetarian Assorted whole rolls, breads Assorted chips Whole fruit Assorted cookies Bottled waters Juice Meat and vegetarian selections Starch Vegetables Salad bar with toppings Rolls and butter Dessert Water, non-carbonated beverages Dinner: Meat and vegetarian selections Starch Vegetables Salad bar with toppings Rolls and butter Dessert Water, non-carbonated beverages CONTRACTOR REQUIREMENTS: The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities (except as otherwise specified). (To perform the Statement of Work/Specifications referenced in the Contract Documents, Exhibits, and Attachments section of this commercial item solicitation). Payment will be made for actual quantities supplied to the Government. Contractor shall provide a breakdown of the cost for each meal, i.e, breakfast, lunch, and dinner. -Provide utensils, napkins, dishes, flatware, plates, cups, condiments and linens per request only. -Communicate with the Residential Manager for specific instruction and work detail specific to event prior to delivery of services -Provide a variety of different food types -Provide catering services at variable locations not to exceed a 20-mile radius from 5446 Skvarla Avenue, Building 943, McClellan, CA 95652 -Must be flexible with meal counts and menu changes -Willing to provide boxed meals upon request within a 48-hour timeframe -Accommodate special occasion events -Accommodate specific nutritional requirements including vegetarian options. Approximately 33% (157 Members) members are vegetarian. Count subject to change per service. -Feed a maximum of 480 people and smaller numbers at various times throughout the period of performance. -Catering services includes set-up, breakdown, and clean-up of catering area. -Meals to be served buffet style. -Servers will remain on-site during mealtime. -Server will monitor and maintain a clean food area, maintain foods at safe temperatures, and replenish food items as necessary. -Special occasion events may require set up for outdoor catering including grill/barbeque style buffet and all necessary equipment for outdoor cookouts. -Leftovers to be packaged in storage containers provided by requestor. -Vendor will be notified by the agency of any changes in meal count or special requirements 72 hours in advance -Residential Manager will coordinate specifications and event requirements with vendor/contractor. -Will provide banquet tables to support serving line area, dining tables, and chairs. -Upon completion of catering, invoices will be submitted to the Agency Accounting Office at cnsinvoices@cns.gov per Invoice submittal instructions and a copy sent to TBA. -Provide storage containers for leftover food. -Will dispose of unwanted food items. The provisions at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The vendor shall include a complete copy of the provision at 52.212-3, Offeror ons and Certifications-Commercial Items with your quote. **OFFERORS MUST SUBMIT A COMPLETED COPY OF THE PROVISION AT FAR 52.212-3 WITH THE QUOTATION OR MUST HAVE AN ACTIVE ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA) RECORD.**.
