Description
Synopsis of Solicitation to Barter Commodity Credit Corporation Agricultural Commodities The Commodity Credit Corporation (CCC) hereby solicits competitive proposals, from private companies, to enter into a barter agreement to exchange CCC-owned agricultural commodities acquired through domestic price support and marketing assistance loan programs in exchange for food to be used in domestic and international food assistance programs. The successful offeror shall provide all necessary labor, supplies, services, materials, equipment, software, web based platform and office space to conduct barters described in this solicitation. The successful entity will enter into a commission-based agreement with CCC. The anticipated terms and conditions of this barter agreement are set forth in this solicitation and attached barter agreement (Exhibit A). The agreement will be awarded for a base period of two years from date of execution, with up to four option periods of one year each. Offeror shall not have a direct interest in purchasing CCC-owned commodities for its own use in other commercial or private activities. Responses to this solicitation that do not clearly indicate the offeror has an existing organization with capability to meet all of the requirements contained herein will be considered non-responsive and will receive no further consideration. Award may be made without further discussions. Proposals should be submitted initially on the most favorable terms from a technical and price/commission standpoint. Offeror's proposal must be on official company letterhead authenticating the exact legal entity name and must include the following information: A. Commission percentage for Base Period. B. Commission percentage for Option Periods 1, 2, 3, and 4. C. Estimated date that barter services could commence. D. Description of company organization and key personnel. E. Complete company mailing address and street address (physical location). F. Company point of contact (name, title, phone, fax, and e-mail information). G. Synopsis of company's technical approach to providing barter services. H. Proposed commercial bank (for maintaining the requisite Security Account). I. Client references (at least three). J. Supporting information: (1) A description of historical experience including the number of years the company has sold/purchased/bartered these or similar products in the commercial marketplace or with governmental organizations; (2) Any additional pertinent information regarding capabilities such as, but not limited to, a satisfactory record of integrity and business ethics; (3) Testimonials from current or former clients (optional). Offer packages must be submitted and signed by an individual who has the legal authority to contractually bind a prospective contractor on whose behalf that package is submitted. Submission Instructions: Proposals shall only be submitted via one of the following methods: facsimile, regular mail, or express mail. Proposals must be received no later than 3:00 p.m. eastern time on Friday, July 23, 2010. Proposals received after the due date and time will not be considered. No proposals will be accepted by telephone. Facsimile proposals shall be addressed to Bill Turbitt, Director, Commodity Operations Division, at facsimile number (202) 690-3123.
