This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation WILL be issued. The solicitation W912LR-10-T-0033 issued as Request for Quote. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30, effective 15 January 2009. This solicitation is 100% set aside for Small Business concerns. The objective is to award a single Firm Fixed Price contract to a Contractor who can provide Non-personnel services in accordance with the Statements of Work for the position. The NAICS codes for this acquisition are 561618. The small business size standard for these NAICS codes is $7.0M. The Puerto Rico Army National Guard has a requirement for Non Personnel Services in support of the PR ARNG State Installation Status Report (ISR) Program under the Construction Facility Management Office. Period of Performance will be as follows: (BASE YEAR August 1, 2010 through July 31, 2011, OPTION YEAR #1 August 1, 2011 through July 31, 2012, OPTION YEAR #2 August 1, 2012 through July 31, 2013). REQUIREMENT: Installation Status Report (ISR) Manager for the Puerto Rico Army National Guard and the primary contact for the National Guard Bureau. Responsible for managing the State ISR Program to include but not limited to Infrastructure, Services, Cost data and Natural Infrastructure on a full time bases. This position is managed by the Chief of Staff who provides general guidance regarding program execution with daily direction and supervision provided by the Construction Facility Management Office. SUBMITTALS: All offers are to include: 1. Fully burdened breakdown of price position per month for the base period of the contract (August 1, 2010 through July 31, 2011). 2. Total cost for position for the Option Period one and two (August 1, 2011 through July 31, 2012 and August 1, 2012 through July 31, 2013). 3. A minimum of three past performance references to include contact information and project magnitude; 4.Certifications and documentation (where applicable) to verify experience with Installation State Report operations. 5. FAR 52.212-3 ALT 1, Offeror Representations and Certifications. Occupational Code is provided as follow: 30085 - Engineering Technician V is offered as guidance for pricing purposes only. Simplified Acquisition Procedures will be utilized. Offers will be evaluated as to the best value to the Government. The following evaluation factors will be considered (listed in order of importance): Contractors ability to meet the Governments requirements, Past Performance and Price. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Government reserves the right to execute option of contract as funding allows. The Government intends to evaluate offers and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Vendors must disclose if they intend to utilize subcontractors. Any and all subcontractors must be identified and subcontractor past performance must be submitted with the proposal.
