- Request for Quote SF18 COMBINED SYNOPSIS/SOLICITATION ASSIST NOAA SCIENTISTS TO PINPOINT LOCATIONS OF HETEROSIGMA AKASHIWO CELLS AND/OR BLOOMS IN PUGET SOUND (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-10-14880. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-10. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 541990. The small business size standard is $7M. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: ASSIST NOAA SCIENTISTS TO PINPOINT LOCATIONS OF HETEROSIGMA AKASHIWO CELLS AND/OR BLOOMS IN PUGET SOUND (VI) Description of requirements is as follows: Statement of Work WRD-10-14880 Project title: Ecology and Oceanography of the toxigenic marine alga, Heterosigma akashiwo STATEMENT OF WORK AND SPECIFICATIONS This project will provide accurate and timely information on the location of Heterosigma akashiwo cells in Puget Sound. Recurring threats from Heterosigma akashiwo have caused extensive damage ($2-6 million per episode) to wild and net-penned fish of Puget Sound, Washington, and are believed to be increasing in scope and magnitude in this region, and elsewhere in the world over the past two decades. The mechanism of H. akashiwo toxicity is not well understood. This project fulfills the NOAA mission of sustaining important fisheries (including aquacultured fish) harvest in Puget Sound. Objective: To pinpoint the locations of Heterosigma akashiwo cells and/or blooms in Puget Sound using oceanographic sampling methods and satellite remote sensing tools. Period of performance: Base year date of award, 2010 - June 30, 2011; Option Year 1 July 1, 2011 - June 30, 2012 Option Year 2 July 1, 2012 - June 30, 2013 Services to be provided: For the period from date of award through June 30, 2013, detailed work outlined below will be performed by the contractor to support a NOAA NWFSC-led program to characterize Heterosigma akashiwo blooms and related toxicity in Puget Sound: 1. Task 1: Assist with the study of Heterosigma akashiwo ecology to assist with microbial community structure analysis using CTD and water bottle sampling systems. Vendor will assist with sample acquisition and preservation. 2. Task 2: Advise on oceanographic conditions and satellite remote sensing fluorescence signatures of Puget Sound waters. Vendor will provide advice on location of Heterosigma akashiwo populations in real time using real-time monitoring and satellite remote sensing techniques. 3. Task 3: Boat, CTD, trailer and truck to be furnished by vendor Vendor will provide a boat, CTD, trailer and truck for rapid response to Heterosigma akashiwo events in Puget Sound. Evaluation Criteria: (1) Vendor must have past experience studying the ecology of Heterosigma akashiwo. Five years or more experience would be optimal. (2) Vendor must have past experience studying Puget Sound circulation, general oceanography and weather. Five years or more experience would be optimal. (3) Vendor must have research boat, conductivity-temperature-depth sensor, trailer and truck and must be able to respond to bloom events on short notice. (4) Vendor must have commercial liability insurance. (5) Vendor must have familiarity with satellite remote sensing tools to discern and track incipient blooms. Five years or more experience would be optimal. Privacy Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. Contractors are responsible for maintaining confidentiality of all subjects and materials. The C&A requirements of clause 73 do not apply, and that a Security Accreditation Package is not required. (VII) Date(s) and place(s) of delivery and acceptance Environmental Conservation Division, 2725 Montlake Blvd E., Seattle, WA 98112. Delivery shall be Seattle, WA. Period of performance shall be Date of Award 2010 - June 30, 2013 (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items 2005-10, applies to this acquisition. In addition to written price quotes, offers are instructed to provide: See Statement of work. (IX) FAR 52.212-2, Evaluation - Commercial Items 2005-10 applies to this acquisition. Paragraph (a) is hereby completed as follows: See Statement of work. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-10, with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-10, applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-10 applies to this acquisition. (XIII) N/A (XIV) Option Years: Contract Terms and Conditions - Commercial Items 2005-10, applies to this acquisition. 52.217-5 Evaluation of Options. As prescribed in 17.208(c), insert a provision substantially the same as the following: EVALUATION OF OPTIONS (JULY 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (End of provision) 52.217-9 Option to Extend the Term of the Contract. As prescribed in 17.208(g), insert a clause substantially the same as the following: OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within _____ [insert the period of time within which the Contracting Officer may exercise the option]; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least _____ days [60 days unless a different number of days is inserted] before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed ___________ (months) (years).
