- Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to The Lewin Group, Inc. at 3130 Fairview Park Drive, Suite 800, Falls Church VA 22042 to provide analytical research in support of the 11th Quadrennial Review of Military Compensation (QRMC). The objective is to acquire the research services of a contractor who has performed recent research in the area of military special and incentive pays, specifically in the areas of the DoD Foreign Language Proficiency Bonus Program and the current and future demands of mental health professionals. Such experience must include the use of modeling techniques to estimate the effect on retention of pay incentives. The ability to apply such previous experience and modeling techniques to provide empirical data for remotely piloted vehicle operators and special operations personnel is highly desirable. In addition, the contractor will be required to identify all benefits available to survivors across different occupations to include active and reserve military service and create a comprehensive set of tables showing the dollar value of each benefit by type. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 3:00pm EST, 21 July 2010. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses and questions must be submitted via email to michael.murtha@whs.mil.
