Description
Department of Transportation, Maritime Administration has a requirement to provide a new Navigational Steering Stand for the Training Ship Golden Bear capable of meeting the latest USCG, IMO and ABS requirements as well as full integration with existing compatible navigation equipment. The new system shall be delivered to the vessel in Vallejo, California or the Marad Warehouse in Alameda, California as per direction of the Contracting Officer and will be installed to replace the existing Sperry system at a future date projected to be sometime in FY 2011. The solicitation DTMA4Q10040 will be issued on or about 7/16/10 as an unrestricted requirement under the NAICS Code 334511and it will not be Set-Aside for Small Businesses. STATEMENT OF WORKCLIN 0001 Provide a new Steering Stand for the Training Ship Golden Bear capable of meeting the latest USCG, MO and ABS requirements as well as full integration with existing compatible navigation equipment. The new system shall be delivered to the vessel in Vallejo, California or the Marad Warehouse in Alameda, California as per direction of the Contracting Officer and will be installed to replace the existing Sperry system at a future date projected to be sometime in FY 2011.The new steering stand shall be a Raytheon Compilot 20 or equivalent equipment such as the Sperry Northrop-Grumman Naviguide/Navipilot 4000 system with U.S. West Coast technical service and spare parts purchase & supply capabilities.The new Steering Stand shall meet the following requirements and have the following built in features and capabilities:a) Shall meet latest USCG/IMO/ABS requirements for manufacture and installation including documentation.b) Shall be equipment of major shipboard bridge equipment manufacture with significant installation history on U.S. commercial, MSC or MARAD vessels [show documentation of at least five (5) vessels in past five (5) years on which this manufacturer has provided Steering Stand installations].c) Shall be of U.S. manufacture or supply and have spare parts and service capabilities from U.S. West Coat and world wide.d) Shall be capable of adaptation to control vessel's Jered Brown steering gear using existing wiring from bridge to steering space, or pricing shall include cost of new wiring and estimate of labor cost to run new wiring.e) Shall be capable of adaptation to utilize vessel's existing wiring from bridge to steering space, bridge wings, and wheelhouse ceiling for new Rudder Angle Indicator (RAI) system (priced separately in item 2 below), or pricing shall include cost of new wiring and estimate of labor cost to run new wiring.f) Shall be capable of integration with vessel's Sperry Gyro-compass system.g) Shall have a built in vessel turning rate indicator.h) Ship's Speed display shall be built into Adaptive Autopiloti) Steering failure alarm control panel shall be mounted into the stand.j) System audible and visual alarm panel shall be built into the stand.k) Rate of turn and Radius controls shall be built into stand.l) Dual NFU tiller with audible take over alarm shall be built into the stand.m) Graphic display shall have day and night modes with dimming options.n) Stand shall include a graphic display of steering performance including Heading and Rudder plot for fuel economizing, graphic Cross Acceleration Monitoring System, and a graphic track Data display mode.o) Steering stand shall come assembled and completely prewired and tested. p) Steering Stand shall be arranged such that it can be accessed for service easily via front, side or top covers.q) Two independent follow amplifiers shall be mounted and prewired into the stand.r) Follow up handwheel shall come complete with illumination and scales. s) Digital and Analog gyro compass steering repeaters shall be mounted in the Stand.t) Steering system shall be capable of manual speed input in case of failure of speed log and GPS inputs.u) Shall come with full operations, maintenance and repair documentation. Note: Bid pricing and proposal shall include documentation with reference and exceptions to items "a) through u)" above. CLIN 0002 Provide a new fully compliant Rudder Angle Indicator (RAI) system capable of full integration with Steering Stand provided in item "1" above capable of meeting the latest USCG, IMO and ABS requirements as well as full integration with existing compatible navigation equipment. The new RAI system shall be delivered to the vessel in Vallejo, California or the Marad Warehouse in Alameda, California as per direction of the Contracting Officer and will be installed under a separate contract to replace the existing Sperry system at a future date projected to be sometime in FY 2011.The new RAI system shall be a Raytheon or equivalent equipment such as the Sperry Northrop-Grumman system with U.S. West Coast technical service and spare parts purchase & supply capabilities.The new RAI system shall meet the following requirements and have the following built in features and capabilities:a) Shall meet latest USCG/IMO/ABS requirements for manufacture and installation including documentation.b) Shall be equipment of major shipboard bridge equipment manufacture with significant installation history on U.S. commercial, MSC or MARAD vessels [show documentation of at least five (5) vessels in past five (5) years on which this manufacturer has provided Steering Stand installations].c) Shall be of U.S. manufacture or supply and have spare parts and service capabilities from U.S. West Coat and world wide.d) Shall be capable of adaptation to control vessel's Jered Brown steering gear using existing wiring from bridge to steering space, or pricing shall include cost of new wiring and estimate of labor cost to run new wiring.e) Shall be capable of adaptation to utilize vessel's existing wiring from bridge to steering space, bridge wings, and wheelhouse ceiling for new Rudder Angle Indicator (RAI) system (priced separately in item 2 below), or pricing shall include cost of new wiring and estimate of labor cost to run new wiring.f) Have a Feedback and amplifier unit for mounting in steering gear space.g) Include all power supply and dimmer requirements compatible with stand.h) Have 3 faced ceiling mount display for centerline bridge, have a pre-wired display compatible with mounting and matching new steering stand, and include Panama Canal approved bridge-wing units.i) There shall be a new 144 x 144 mm RAI display for steering gear flat.j) Shall come with full operations, maintenance and repair documentation. Note: Bid pricing and proposal shall include documentation with reference and exceptions to items "a) through j)" above.
