Description
RFP 486-10-028 Subject: Synopsis- USAID Office Space, Reconstruction RFP Number: 486-10-028 Issuing Office/Section: USAID/RDMA, Regional Contracting Office Athenee Tower, 25th Floor 63 Wireless Road, Bangkok 10330, Thailand Notice of Intent Date: July 2, 2010 Closing Date: July 16, 2010 4:00 pm Bangkok time The United States Government, represented by the U.S. Agency for International Development in Timor-Leste (USAID/Timor-Leste) at Sergio Vieira de Mello, Farol, Dili hereby formally announces the intent to award a firm-fixed price contract on a sole source basis to RMS Engineering and Construction Pty Ltd (RMS) to reconstruct the USAID office building in Dili, Timor-Leste as set forth in the specifications available at USAID. The USAID Mission office was severely damaged by fire and water on the afternoon of May 12th 2010. As a result of the damage sustained, the office building is now uninhabitable. Reconstruction work will include replacing the building roof, replacing all electrical and data cabling, reinstalling all security equipment and cabling to AID/SEC standards, reconstructing walls, flooring, painting, lighting, fire alarms, cameras, bathrooms, etc. The independent government estimate for the cost of this reconstruction project is estimated at $500,000 to $1,000,000. THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE U.S. GOVERNMENT INTENDS TO AWARD TO CONTRUCTION FIRM RMS UNDER THE AUTHORITY OF FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. The deadline for receipt of questions or requests for clarifications is no later than 4:00 pm (Bangkok time), July 9, 2010. No questions will be answered after this deadline. All communication must be through the Contracting Officer and in writing. Issuance of this notice does not in anyway obligate the U.S. Government to award a contract. Furthermore, the U.S. Government reserves the right to reject any offers received, if such action is considered to be in the best interests of the U.S. Government.
