Description
TITLE: "RECOVERY" -- Renovate Building 4, NIH, Bethesda, Maryland RECOVERY ACT -CONSTRUCTION REQUIREMENT PRESOLICITATION NOTICE. The National Institutes of Health (NIH), Office or Research Facilities (ORF), Bethesda, Maryland, intends to award a firm-fixed price contract utilizing Recovery Act of 2009 funding. This is a competitive SBA 8(a) Program set aside. The work to be performed includes the renovation of Building 4, 1st and 2nd floors at the Bethesda campus for the use of laboratory space encompassing 28,300 gross square feet (gsf). The work will include replacement of the HVAC system, plumbing, fire protection, and electrical work. The period of performance is to be approximately 16 months, and the construction magnitude is more than $10 million. The Request for Proposals (RFP) will be published in mid-July. The selection will be based on best value and awarded on lowest price technically acceptable (LPTA) basis to a single vendor. Proposals will be due on or around August 18, 2010. Award of the contract is anticipated on or around September 15, 2010. Key Personnel will require the following experience: a. Offeror's Project Manager - Provide resume including work history as a Project Manager. The Project Manager shall have a minimum of two relevant projects that meet the Laboratory Renovation Representative Project (see below) requirements and: 1) be a registered Professional engineer or Architect-indicate State of registration and registration number; 2) performed on a project with phased occupancy If the project(s) are not included in the Technical Evaluation Factor 4 submission above, provide a Laboratory Renovation Representative Project narrative as outlined above for each new project. b. Offeror's Project Superintendent - Provide resume including work history as a superintendent. The Project Superintendent shall have a minimum of two relevant projects that meet the Laboratory Renovation Representative Project requirements. If the project(s) are not included in the Technical Evaluation Factor A submission above, provide a Laboratory Renovation Representative Project narrative as outlined above for each new project. c. Subcontractor Mechanical Project Manager - Provide resume including work history as Project Manager (PM). The Project Manager shall have a minimum of two relevant projects that meet the Laboratory Renovation Representative Project requirements. If the project(s) are not included in the Technical Evaluation Factor A submission above, provide a Laboratory Renovation Representative Project narrative as outlined above for each new project. d. Subcontractor Electrical Project Manager - Provide resume including work history as Project Manager (PM). The Project Manager shall have a minimum of two relevant projects that meet the Laboratory Renovation Representative Project requirements. If the project(s) are not included in the Technical Evaluation Factor A submission above, provide a Laboratory Renovation Representative Project narrative as outlined above for each new project. Laboratory Renovation Representative Project - Minimum requirements for a Laboratory Renovation Representative Project to be considered acceptable are: a. renovation of biomedical laboratories of at least 20,000 gsf; b. renovation meets BSL 2 requirements; c. performed the work in an occupied facility; d. involved both mechanical and electrical trades, e. project completed within the last 5 years, and f. construction costs exceeds $6.0 M The Offeror may submit relevant projects performed by the key personnel for work performed while employed by other firms as long as this work was competed not more than 5 years ago and meet the Laboratory Renovation Representative Project requirements The standard classification NAICS code is 236220 -- Commercial and Institutional Building Construction with a small business size standard of $33.5 million. The competitive solicitation, any solicitation amendments, and all questions and answers relating to this procurement shall be made available via the Internet at http://www.fedbizopps.gov and will only be available on FEDBIZOPPS at the above website.
