- PRESOLICITATION NOTICE: This requirement is a Indefinite-Delivery, Indefinite- Quantity(IDIQ) Construction Contract to provide labor, equipment, material and supervision for a broad range of maintenance, alteration, repair, demolition and station level construction projects within the Chalmers P. Wylie VA Ambulatory Care Center, 420 North James Rd. Columbus, Ohio 43219-1834 and at 543 Taylor Ave, Columbus Ohio 43203-1278. Award will be made based solely on Coefficient. The offeror ™s contract coefficients shall contain all costs except: 1) unit prices in the Unit Price Book (these prices include direct costs for labor, material and equipment); and 2) the premium for bonds. Examples of coefficient cost components include, but are not limited to: overhead, profit, insurance, waste, excess material, clean-up and final clean-up, safety, compliance with environmental laws, traffic and work site signs and barriers, compliance with tax laws, project management and supervision, quality control, office management and equipment, depreciation of mobile office(s), subcontractor profit and overhead, as-built drawings, submittals, permits, licenses. All work shall be done in accordance with the Specifications and Drawings. The contract period will be for one year plus a one-year option period. The guarantee minimum amount is $25,000.00 for the entire contract period (including the option years). The maximum contract value shall not exceed $900,000.00 for the entire contract period (including the option year). No Task Order shall include Architect/Engineering services. However, informal (shop) drawings, incidental to the job, reflecting the plan of action and completing project shall be provided with each Task Order. The period of performance for each task order issued under the resulting contract will be established during the negotiation of each task order. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of Public Law 109-461 (38 USC 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and able to be verified in the following websites: http://www.vip.vetbiz.gov, https://www.bpn.gov/ccr/default.aspx, https://vets100.vets.dol.gov, and http://orca.bpn.gov to be eligible for award. Bidders MUST ensure registration in these websites are accurate and have not expired prior to bid opening date. The NAICS code is 236220 and the business size standard is $33.5 million. BONDS in form of Bid, Payment and Performance will be required. Solicitation Number VA-250-10-IB-0130 will be posted at https://www.fbo.gov/ on or before June 10, 2010 with bid opening approximately 30 days later. Any future amendments and other miscellaneous documents will be available electronically for download at: http://www.fbo.gov. No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. All interested Bidders (primes & subcontractors) should register at https://www.fbo.gov/ so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. All responsible sources may submit an offer that if timely received, will be considered. All requests for information are required to be in writing to the Contracting Officer and shall be received within 10 days prior to bid opening; no telephone inquiries will be accepted.
