Description
The U.S. Nuclear Regulatory Commission (NRC) intends to issue a Request for Proposal (RFP) for a full and open competition for the project entitled "Workload, Situational Awareness, and Teamwork." The NRC staff reviews the human factors engineering (HFE) programs of applicants for construction permits, operating licenses, standard design certifications, and combined operating licenses to ensure that personnel performance and reliability are appropriately supported. The NRC's HFE review guidelines involve assessment of human performance including workload, Situational Awareness (SA), and teamwork. The objectives of this contract is to develop a knowledge base, guidelines, and tools for evaluating the safety aspects of human performance associated with advanced technologies in Nuclear Power Plant (NPP) control stations. The results will be used in NRC's licensing and safety activities such as license application reviews, inspections, and risk-informed decision-making. The goals of this project are to provide a knowledge base and tools to assist in the evaluation of human performance. The project will take the following approach to achieve these goals: 1) develop a knowledge base of methods of assessing workload, SA, and teamwork, and develop guidelines of evaluating the feasibility and validity of the methods with respect to NPP control stations; 2) identify, adapt or hybridize, an analytic method of assessing the generic human performance measurements specific to NPP control room stations; and 3) experimentally test one or more methods to provide guidance for the NRC staff to use the methods and link the assessment results to plant safety. The deliverables from this project will be used for the HFE practices in the NRC's licensing review and safety activities. The RFP will be available on July 19, 2010 and will close on August 19, 2010. The solicitation will be available solely through FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments and Questions and Answers (Q&As), will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. The solicitation document and its related documents, as appropriate, will be posted at this website. Therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephone, mail, e-mail or fax requests will not be honoured. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is an average of $7.0 million over the past three years, as set forth under NAICS code 541990. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals.
