Description
This is a notice to acquire services to acquire services to continue Integration of disparate databases, maintenance and growth of the National Sawfish Encounter Database as a tool for assisting in the recovery of the federally endangered smalltooth sawfish. The smalltooth sawfish (Pristis pectinata) was listed as endangered under the Endangered Species Act (ESA) on April 1, 2003. During its listing process under the ESA, the National Sawfish Encounter Database (NSED), initially housed at Mote Marine Laboratory (MML), was created in 1999 as a tracking database to gather information regarding smalltooth sawfish encounters, both recent and historic. After the species was listed under the ESA in 2003, the database was maintained to assist recovery managers and researchers in the evaluation of sawfish abundance, range, habitat preferences, and as a mechanism to document the success of recovery initiatives. The utility and desirability of maintaining and further developing the NSED has been repeatedly endorsed by the NMFS' Smalltooth Sawfish Recovery Team as the database serves as an essential tool in biological characterization, permitting, and regulatory processes. Thus, in September 2008, the NSED was transferred from MML to the Florida Program for Shark Research (FPSR) at the Florida Museum of Natural History (FLMNH), University of Florida, with the intention of merging it with several similar databases having unique and sometimes additive or duplicative data. Two primary objectives: 1) Construct a integrative and functional database that can be easily queried to address queries posed by researchers, managers, regulators, and other stake-holders; and, 2) Disseminate the contact information for the new location of the database while conducting outreach and education activities in an effort to increase public awareness regarding the importance of reporting sawfish encounters for the benefit of overall conservation efforts. These goals will be reached in this funding period, but the NSED is regarded as an ongoing long-term project with encounters to be continuously reported, in theory more often as protection and management measures positively affect recovery. Given the very low population sizes of this federal endangered species, encounter data is extremely valuable, making the continuity of this project vital for the success of the recovery of the smalltooth sawfish population. As an ongoing project, most of the NSED initiatives that started in late 2008 must continue during the next project year. Most the database integration process has been completed, but there is unfinished work. Furthermore, because the public has to be continually educated about the status of sawfishes and the need to report encounters, during 2009 all outreach initiatives started in 2009 will continue and be augmented. Additionally, innovative tasks are presented for 2010 regarding both the database integration and the outreach initiatives. Task 1: Database integration and archival (months 1 to 6). Task 2: Ongoing adding of new records to the database (months 1 to 12). Task 3: Development of a database in Microsoft Access format (months 7 to 12). Task 4: Outreach initiatives (months 1 to 12). This information is needed to determine potential fishing interactions and is vital to the management and recovery of the species. The data is proprietary and can only be obtained through The Florida Museum of Natural History under the University of Florida. The government knows of only one source other than the Florida Museum of Natural History that is capable of providing this service: To be considered, firms must furnish detailed information concerning their capability to provide the services and satisfy or exceed the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this type of services previously, and detailed narrative that described your facility and ability to provide this service, along with the individual work knowledge and experience. Interested parties must respond within (10) days after publication of this notice. The government knows of only one source. The government invites firms that believe they have the capability to meet the requirement to response, providing specific information that will enable the government to determine whether or not to compete the requirement.
