Description
The Department of Veterans Affairs (VA), Louis A. Johnson Veterans Affairs Medical Center (VAMC) Clarksburg, WV intends to issue a Request for Proposal (RFP) to award a single, firm fixed price contract for Construction Services. This project consists of the contractor providing all labor, materials, equipment, permits, transportation and supervision necessary for the construction services for Project Number 540-09-251 "Replace Waterline Phase II" at the VA Medical Center in Clarksburg, WV 26301 in accordance with the solicitation documents, specifications and drawings. It is the intention of the VA to acquire construction period services for the complete replacement of the main potable water supply line loop around the Louis A. Johnson VA Medical Center. Work includes but is not limited to the OSHA approved excavation of the underground piping path, installation and proper bedding of the pipe and tie-in's at the specific locations. The construction will include the installation of new backflow prevention devices in the water supply loop where the water supply lines come into contact with a potential contamination source and all testing and disinfection requirements. The project is phased to limit the impact on vehicular and pedestrian traffic around the VA Campus. The hospital has two water softeners located that supply approximately 20,000 gallons of treated water per day to the boilers and laundry service. J One of the existing softeners are antiquated and need to be upgraded with a more modern and reliable system. Work will also include restoration of the site after construction and the scheduling of all shutdowns and tie-in's as specified in the general requirements of the specification. The contractor shall be responsible for the verification of existing site conditions that may affect all work. Furthermore the contractor will have access to the area of renovation for the required construction service, all other areas of the medical center shall remain functional during the construction period. Performance period is 120 calendar days from receipt of the Notice to Proceed. The solicitation will be available approximately fifteen (15) calendar days from the date of publication of this announcement. The solicitation, specifications, drawings, and attachments will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. All respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100 /. Bidders must be registered in vetbiz at http://vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fedbizopps.gov web site to be entered on the Bidders Mailing List and to obtain copies of the Bidders Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19 and 36 and be evaluated in accordance with the procedures therein. This project is being solicited as a TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million annual receipts for the past three (3) years. The cost range is between $500,000.00 and $1,000,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of FedBizOpps website only. Solicitation Issue Date will be on or about July 23, 2010. A pre-bid conference/site visit will be conducted for this solicitation on August 4, 2010 at 10:00 a.m. It is requested that participating contractors meet in the main building of the Medical Center, 4th Floor Room 488 not earlier than ten minutes prior to the scheduled start time, at the VA Medical Center, 1 Medical Center Drive, Clarksburg, WV 26301. All questions regarding this solicitation must be submitted in writing by email to rebecca.besten@va.gov. All questions pertaining to this solicitation must be received in writing no later than 2:00 p.m. on August 13, 2010, no telephone request will be honored. Proposal must be received and acknowledged by a member of the Contracting Department, located at 513 Rosebud Plaza, Clarksburg, WV 26301 no later than 4:00 p.m. on August 23, 2010. All responses to questions will be posted to the web site. A firm fixed price contract will be awarded as a result of this solicitation based on the availability of funds. It is the responsibility of the contractor to frequently check the web site for all notices, amendments, etc regarding this solicitation. The government will not be responsible for any notifications not sent or received by contractors regarding this solicitation.
