- Item list as described in synopsis. Naval Air Systems Command intends to award a sole source contract to The Boeing Company for production of up to one hundred (100) Reconfigurable Transportable Consolidated Automated Support Systems (RTCASS) peculiar production assets to support the current RTCASS Maintenance and Logistics Support contract N68335-09-C-0100. The list of required assets is provided as an attachment to this posting. The resulting action will be Firm Fixed Price (FFP). The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer of RTCASS, Boeing is the only known source to have sufficient technical data, technical knowledge and expertise to produce these RTCASS peculiar production assets. This notice of intent is not a request for competitive proposals. No solicitation package is available for this procurement. However, all responses to this synopsis received within fifteen days after the date of publication will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
