- Project Scope: This project involves the construction of several drainage related improvements at Bagram Airfield in Afghanistan. The project is base wide and is broken down into Focus Areas. The scope of each of the Focus Areas are as follows: •· Focus Area 2 - Construction in this focus area involves the design and construction of a drainage ditch to convey Coyote Creek between the culvert underneath Disney Way and the "Russian" culvert, which conveys Coyote Creek underneath the airfield and runway. This area is not currently de-mined and limited information for the existing conditions in this area is provided in the package. The contractor will de-mine and survey the area. •· Focus Area 8A - Construct an open ditch and culvert system along the Perimeter Road and Florida Avenue. •· "Russian" Culvert Expansion - Install a culvert to run parallel to the existing "Russian" culvert underneath the air field and runway. Since airfield operations cannot be significantly interrupted during construction, the culvert will need to be installed using tunneling methodology. The contractor shall use a two pass culvert installation with an earth pressure balance tunneling machine (EPBM). •· Kilo Ramp Culvert - Construct a ditch and culvert system to convey runoff underneath Kilo Ramp. The culvert will be installed using tunneling methodology. The contractor will use a two pass culvert installation with an auger boring machine (ABM). •· Focus Area 4 (optional item) - Construct a storm sewer drainage system in the western portion of the airfield as well as some of the adjacent cantonment area. This acquisition will utilize the best value source selection process with the intent to award one contract to one responsible offeror whose proposal, conforming to the Request for Proposal (RFP), is the lowest price technically acceptable (LPTA). The evaluation factors are: Factor 1 - Experience, Factor 2 -Key Personnel, and Factor 3 -Past Performance. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and is the lowest price technically acceptable. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The NAICS Code for this project is 237310. Estimated cost range of the project is $10,000,000.00 to $25,000,000.00. The expected period of performance is 500 calendar days. Issue date for the Request for Proposals is on or about July 19, 2010 with proposals due by 2:00 pm, local time, on or about August 18, 2010. Complete evaluation criteria will be conveyed within the RFP. The contract is to be awarded on a Firm-Fixed Price basis only. An organized site visit will be conducted. Attendance is not mandatory but is highly encouraged. The site visit date and time that will be established is subject to change at any time due to Base Operations. Registration for plans and specifications should be made via FBO Internet homepage. Hard copies will not be provided. No written or faxed requests will be accepted. Contractors are responsible for printing paper copies of the solicitations. All amendments to this solicitation will be posted to FBO at the above address. Hard copies of amendments will not be furnished. It is the contractor's responsibility to monitor the web site for any amendments to this solicitation. Contractors are required to download the solicitation (including drawings) and all amendments. Paper copies will not be available. The official media of distribution for this solicitation is WEB ONLY. Liquidated Damages will be specified.
