- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ FA4800-10-Q-EH01. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 541511 with a $25,000,000.00 size standard. This RFQ contains 1 line item. The line item description is as follows: CLIN 0001: Design and implementation of an XMPP Gateway in accordance with the attached Statement of Objectives (SOO). End Item Description. The Government is looking for a vendor to design a solution and create a gateway capable of providing the end goals listed in the SOO. Vendors are required to submit a Statement of Work outlining the best way of producing the required end state. FOB point is Destination. The required delivery date is 30 July 10. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. FAR 52.212-3 applies to this acquisition, requiring all offers to be registered in ORCA.bpn.gov, or to fill out the clause in its entirety. Award will be evaluated under the following factors: (1) Technical capability to design a XMPP gateway capable of meeting the requirements in the SOO and (2) Price. Technical capability is more important than price.
