Description
The VA Northern California Health Care System intends to negotiate a noncompetitive award with Vertical Product Development, a Small Business for continuation of an order to create a mobile software application for iPhone and iPod to support evidence-based psychotherapies for VA Palo Alto Health Care System, Palo Alto CA. This procurement is a sole source award in accordance with FAR Subpart 6.302-1. Sole source justification has been prepared in support of this acquisition. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Sole source justification has been prepared in support of this acquisition. This notice is NOT a request for competitive proposals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42. The NAICS code is 541511 and the small business size standard is $25 million. Scope of Work: The contractor shall create a mobile software application for iPhone and iPod touch that will serve as an adjunct to evidence based psychotherapies that are currently being disseminated in the Department of Veterans Affairs. This application will be expandable to include more functionality and more interventions as these are desired. A single application will be developed that includes the following five sub-applications: Are there really five sub-applications or just five as seen below (please clarify) "Acceptance and Commitment Therapy (ACT) "Cognitive Behavioral Therapy for Insomnia (CBT-I) "Cognitive Processing Therapy (CPT) "Prolonged Exposure (PE) "Psychological First Aid (PFA) Each of these will be aimed at current VA patients and providers as an adjunct to care rather than a replacement for care. Applications are expected to share various components as possible and to have a single "look and feel." The specific elements of each of the sub-applications will be determined and crafted with collaboration between core team members, domain-specific subject matter experts, a content manager, and student contributors. Following development, these applications will be tested for efficacy and effectiveness for Veterans with PTSD who are currently patients within the VA system. This will require purchasing iPod touch devices. Contractor will provide expertise and development including: "Software project management "Software development "User experience design "Media development (as needed) "Quality assurance "Subject matter expertise (Ph.D. Clinical Psychologist) Vendor must have expertise in media development including audio and video, which will be required for this project and has the ability to streamline work through in-person contact. Vendor has experience with embedded analytic software that will allow development aimed at future research endeavors. Deliverables Five working prototypes of iphone/ipod applications that can be disseminated for research or clinical purposes. This contract will be from August 1, 2010 through July 31, 2011, date may be adjusted based on date of award.
