Description
THIS IS NOT A NOTICE OF SOLITATION ISSUANCE. The Naval Air Systems Command intends to award a Sole Source Delivery Order under Basic Ordering Agreement N00019-05-G-0026 to The Boeing Company, St. Louis, MO, for the completion of all logistic efforts and associated costs to develop all integrated logistics functions related to Engineering Change Proposal ECP MDC-AV8B-00327 for the AV-8B Harrier. The U.S Government (USG) has requested removal of the emergency thermal battery assemblies from the T/AV8B aircraft with the exception of the TAV8 landing gear thermal battery. The thermal battery assemblies were added to the T/AV8B aircraft for emergency landing gear blow down and for emergency manual fuel selection to allow operation in the event of total electrical power loss. Additionally, the USG has requested that the stopwatch and the associated brackets be removed from the single seat AV-8B configurations and the forward crew station on the TAV8B aircraft per TDM 5303-09R2 dated 06 Aug 09. This requirement is for the following Retro kits: 140 USMC A/C, 17 ITN A/C, 10 USMC Trainers and 2 ITN Aircrew Trainers and Associated Logistics Data. Deliveries will be complete NLT 31 July 2016. The Government does not possess adequate data and/or the rights necessary to competitively award this requirement. Proprietary manufacturing data was not purchased during Aircraft and or component development. The Government never procured Level III Drawings necessary to compete this requirement. FAR 6.302-1 Only One Responsible Source grants the Government the authority to award this requirement on a Sole Source basis. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by NAVAIR.
