- This synopsis has been posted to both the Federal Business Opportunities (FBO) page located at http://wps.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that the FBO is the simple point of entry for posting of synopsis and solicitation to the Internet, NECO is the alternative in case the FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to award a firm-fixed price purchase order for a total of 1 each Moisture Analyzer for test and evaluation with Stephens Analytical, Newtown Square, PA. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to July 16, 2010 will be considered by the Government. A determination by the Government not to compete with this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
