Description
amendment The Federal Bureau of Investigation (FBI) intends to negotiate a sole source award in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). A sole-source, fixed-price procurement with Foster and Freeman for the purchase of 1 (each) of the Electrostatic Detection Apparatus ESDA-2 and 1 (each) mobile Video Spectral Comparator VSC-600 under RFQ LDQ003789. The FBI will use the Electrostatic Detection Apparatus ESDA-2 and 1 (each) mobile Video Spectral Comparator VSC-600 to conduct examination of evidence documents and examination for hazardous evidence and validation of existing technologies for use in nuclear chemical and biological terrorism investigation This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Based on market research conducted only the Electrostatic Detection Apparatus ESDA-2 and mobile Video Spectral Comparator VSC-600 manufactured by Foster and Freeman met the mandatory technical requirements prescribed in the FBI Question document Manual. The FBI currently has made significant investment to outfit there laboratories to accommodate the requested equipment. To take advantage of uniformity, standardization efficiency and the investment in training of personnel to use existing instruments the new instrument must be compatible with existing instruments. The Electrostatic Detection Apparatus ESDA-2 and 1 (each) mobile Video Spectral Comparator VSC-600 is the only instrument that meets the requirement listed above. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests in this requirement to this office by 9:00 AM (Eastern) July 19, 2010, via e-mail to the attention of: Montarious Usher, at Montarious.Usher@ic.fbi.gov. The North American Industrial Classification System Number (NAICS) is 333314 Optical Instrument and Lens Manufacturing. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
