- PRE-SOLICITATION NOTICE: The USDA, Agricultural Research Service (ARS) intends to issue a Request for Proposals (RFP) for construction services for Phase #5 of Building #1 at the Center for Grain and Animal Health Research (CGHAR) located in Manhattan, Kansas. The major construction items include the following: 1. Add one air cooled chiller to the existing chiller system. 2. Add heat recovery run-around loops to air handling units. 3. Electrical work for the mechanical equipment upgrades with additional capacity and distribution. 4. Install underground telecom conduit and cabling from Building #1 to Buildings #3 and #5. The project's optional construction requirements include: Option #1 repair of approximately 78,000 sf of parking lot surface; Option #2 for water proofing Penthouse #1 and Penthouse #2 existing concrete floors. The contract period of performance is 270 calendar days. There is no additional performance period associated with any of the optional items. The Estimated Cost of Construction (ECC) for the project is between $1 million and $5 million. The NAICS code is 236220 with a size standard of $33.5 million. The procurement is being issued as a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, and utilizing the negotiated method by issuing a RFP. Performance and Payment Bonds will be required by the successful offeror. The solicitation documents will be available for viewing and downloading on FedBizOpps (www.fedbizopps.gov) on or about July 14, 2010. A single pre-proposal conference and site visit has been tentatively scheduled for Wednesday, July 28, 2010 at 10:00 AM at the Center for Grain and Animal Health Research (CGAHR), 1515 College Avenue, Manhattan, Kansas 66502. Subcontractors are encouraged to attend the pre-proposal conference and provide copies of the business resumes to potential prime contractors for possible subcontracting opportunities. Proposals are due on or about Wednesday, August 18, 2010, at the George Washington Carver Center, ATTN: David King, 5601 Sunnyside Avenue, Mailstop 5124, Beltsville, MD 20705-5124. Due to heightened security at Government buildings, offerors are encouraged to send their proposals via overnight mail. If proposals are sent via regular mail, please allow an additional five (5) business days for mail scanning. Couriers will not be allowed to drop off proposals at the security desk. All dropped off items must be taken to the mail room located at the back of the building and undergo additional scanning; therefore allow enough time to meet the proposal deadline date.
