Description
The National Marine Fisheries Service intends to award a sole source purchase order to Mr. Michael South of Jensen Beach, FL, to continue to assist in mangrove-fish research. The knowledge, skills and judgment required to conduct the proposed research are such that they require detailed familiarity with: (1) the specific shorelines where research is planned, which can be very difficult to access (and depart from) without an intimate knowledge of how bathymetry and tidal changes combine to affect water depth; and (2) the governments' previous fish survey methods and protocols, scientific and safety requirements, and proper operation of our costly/sensitive water quality instrumentation. South has been aiding our effort to quantify the density and diversity of these fish assemblages for over ten years; the present requirement represents a continuation of work conducted to date by this uniquely-experienced individual. The US Army Corps of Engineers has committed to fund NOAA to conduct a monitoring program to assess shoreline fish communities and their response(s) to the implementation of the Comprehensive Everglades Restoration Plan (CERP). If Everglades Restoration efforts can realize a return of more natural salinity regimes along South Florida's mainland shorelines, system-wide increases in fish diversity and density should be apparent in mangrove-fish assemblages. This project builds on a visual fish survey effort initiated in 1998 and which has continued since; further rationale and details of techniques and data analyses can be found in Serafy et al. (2003; Bull Mar Sci. 72: 161-180). The objectives of this work are: to continue the ongoing, seasonally-resolved, multi-year monitoring effort that, to date has focused on southern Biscayne Bay; to expand this effort spatially to include sites in Card Sound and Barnes Sound; and to correlate changes in freshwater flow with changes (if any) in the shoreline ichthyofauna, at both the species-specific and community level. DESC: The proposed project will have the following components: The services required involve assisting the government team of fish ecologists in identifying, assessing and subsequently monitoring fish use of a set of over 120 shoreline fish survey sites in South Florida. Specific tasks required include: Providing vessel (22 foot), fuel and safety equipment for research. Serving as captain and mate for all associated research activities Providing navigational equipment for research activities: Two Garmin Global Positioning System (Model GSP 72H) (Captain shall have experience) Maintaining, monitoring and downloading data from water quality equipment. The contractor will provide NOAA-SEFSC with both data and rationale for adopting/rejecting specific locations (i.e., considering boat access, safety, visibility) as well as for other site alternatives. Provide data necessary to map the distribution and quality of appropriate monitoring stations. The anticipated performance period is date of award through September 30, 2011. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source Michael South. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals received after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above.
