Description
This notice is issued to obtain interested 8(a) parties qualified and interested in an civil works project at Pine Creek Dam, McCurtain Coutny, OK, on the Little River, as described below. Interested parties must be registered in the Central Contractor Registration (CCR), online at https://www.ccr.gov and must also register at the Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov/. Requirement: The Pine Creek damsite is located on Little River at mile 145.3, about five miles northwest of Wright City in McCurtain County, Oklahoma. The project was constructed for the purposes of flood control, water supply, water quality, and fish and wildlife. The embankment is a rolled impervious earthfill, 7,510 feet long rising 124 feet above the streambed. It has a top width of 32 feet with a 24-foot bituminous-surfaced road. The dike is 14,150 feet long, 38 feet maximum height, with a crest width of 10 feet. The uncontrolled saddle spillway is a gravity ogee weir located at the right abutment. It consists of nine 64-foot bays separated by 4-foot-wide piers offset upstream of the weir crest to allow for future gates (after 40 years). The gross width of the spillway weir is 608 feet. The spillway also consists of two, 101-foot-long nonoverflow sections, a flip-bucket apron, and an end sill. The outlet works, located on the right abutment of the river section, includes an intake structure, 13-foot conduit, a 48-inch water supply and water quality bypass, and a 36-inch water supply static head line. Flow through the conduit is controlled by two, 5'-8 by 13' hydraulic slide gates operated in tandem. Construction of the project began in February 1963. It was placed in operational status in June 1969. The Pine Creek Dam Conduit Repair project consists of grout placement in voids outside the 13 foot diameter conduit, within the dam embankment. Drill holes and grouting will be performed from inside the conduit, through the conduit concrete walls. Grout mix, grouting pressures, and volume of grout placed shall be carefully documented by contractor quality control, with additional documentation through government quality assurance oversight. Additional work shall included limited excavation, and placement of graded filter materials at the downstream end of the conduit; also, excavation and investigation of a surface depression on the upstream face of the dam, above the conduit. Firm should be interested, qualified, and show past performance in either performing themselves, or managing specialty subcontractors that have demonstrated ability in placing grout in embankments, foundations, etc.; utilizing special quality control procedures, including instrumentation and measurement of the work as it progresses. stations, sink, programmable logic controller, motor control center, and all associated piping, valves, and instrumentation necessary to make the system fully functional.
