Description
National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Tumor Immunology and Biology (LTIB) plans to procure on a sole source for maintenance on two Cobra 5010 machines (s/n 403056 and s/n 403057), a Beta Plate (s/n 2050671) and a Microbeta Trilux Detector (s/n 4502023) with PerkinElmer Health Sciences; 710 Bridgeport Ave; Shelton, CT 06484-4750. The North American Industry Classification System Code is 811219 and the business size standard is $7.0 million dollars. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1(b)(1). The government owned Cobra 5010’s, Beta Plate and Microbeta are currently utilized in several biomedical research settings within the Laboratory of Tumor Immunology and Biology at NCI to investigate the immunological aspects of human cancer with respect to the development of cancer vaccines for clinical trials and therapies. The project takes advantage of a wide variety of sophisticated techniques that measure immune responses to various antigens. Period of Performance: Twelve (12) months from date of award. The contractor shall provide: 1) Two preventative maintenance inspections by technically qualified factory-trained personnel. Service shall include emergency repair services on an unlimited basis with, unlimited telephone, all required replacement parts at no additional cost to the government with exception consumable parts, software service, personnel shall have a minimum of three (3) years factory training and experience in the servicing of Cobra 5010, BetaPlate and Microbeta Trilux Detector as covered by this contract PerkinElmer is the only source known that is the original manufacturer of the aforementioned instrument and only PerkinElmer support and service personnel are properly trained to provide this service. PerkinElmer is the only recognized service provider for this hardware and software. In addition, the PerkinElmer instrumentation is incorporated in to the Cobra 5010. This service maintenance contract is required so that the lab may continue to perform analysis of the Immune antigen samples even if the instrument is in need of repair. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office on or before 11:00 AM ET, July 15, 2010. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
