- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-42. This action is open to all sources, NAICS 314999, Fishing nets made from purchased materials, with a small business size standard of 500 employees. The National Park Service (NPS) encourages the participation of disadvantaged and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror or offerors whose total offer is the most advantageous for the Government, price and other factors considered. We reserve the right to cancel this solicitation. BACKGROUND: North Cascades National Park is continuing the implementation of the Mountain Lake Fishery Management Plan/EIS with a major goal of restoring native aquatic communities by removing competing non-native fish species from these waters. Fish eradication projects were initiated at six wilderness lakes in 2007 and removal efforts at three of these lakes is still ongoing. The remaining control efforts require the use of intensive gill netting in the lakes and electrofishing in the inlet and outlet streams. We are obligated to continue this effort otherwise recruitment of younger fish into the populations would severely setback our fish removal efforts at these lakes. Maps and information about the park are at www.nps.gov/noca. REQUIREMENT: Monofilament gill nets shall conform to the following description. Note that offered products must conform to all aspects of the description to be considered eligible for award. The monofilament size must be as shown because the nets will be transported up to 20 miles by backpack or further by helicopter, so minimizing the volume and weight of the bundled nets is critical. The mesh and panel sizes shown are required to capture the target fish species effectively.Each panel shall be 6m x 1.8m. Payment will be by electronic funds transfer to the bank account identified in the vendor's CCR record. Terms are net 30 days, unless a prompt payment discount is offered and accepted. PRICE SCHEDULESubmit offer for all items, as described above, noting any discounts or special pricing. Item 1: Custom gill nets, 15 each.Item 2: Delivery to Sedro-Woolley WA, USA, lump sum. INSTRUCTIONS TO OFFERORS (see also FAR clause 52.212-1)The deadline for receipt of quotes is July 6, 2010 at 4:30 pm. Answers will be provided in writing to the requester (if the answer is within the RFQ already) or provided in amendment(s) to the solicitation. Prior to submission of an offer, the offeror must:1)Maintain a current profile in the Central Contractor Registration database (www.ccr.gov); 2)Have completed the online submission of annual representations and certifications (ORCA) (https://orca.bpn.gov/) or provide a completed version of FAR clause 52.212-3.
