Description
The Naval Sea Systems Command (NAVSEA) intends to award STET Indefinite Delivery Indefinite Quantity contracts with OTO Melara North America -1625 I Street NW 12th Floor Washington DC 20006 and with BAE Systems - 4800 East River Road, Minneapolis, MN 55421 for the repair services in support of in-service 76mm MK 75 Gun Mounts (GM) including the associated equipment of the U.S. Navy/Coast Guard. Currently there are sixty MK 75 GMs in the fleet. The requirement consists of efforts to address issues related to parts obsolescence; development of engineering changes through Engineering Change Proposals; maintenance of documentation; overhaul of existing systems; and procurement of spares and upgrade kits. The awardees will compete for individual orders to fulfill future requirements for these specific supplies and services. These contracts will be awarded pursuant to U.S.C. 2304 (c)(1), the supplies or services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. OTO and BAE are the only designers, developers, and current producers of the 76 mm MK 75 GM. Companies interested in subcontracting opportunities should contact OTO Melara or BAE Systems directly. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for the posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. See Numbered Note 22. "The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement."
