Description
Draft SOW Influenza Study This is a Research and Development (R & D) Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential R & D requirement. The Center for Disease Control and Prevention (CDC), National Occupational Safety and Health (NIOSH), is seeking information on a potential requirement to characterize the dispersion and deposition patterns of potentially-infectious aerosol particles and large droplets generated by human subjects during coughing in a realistic simulated healthcare environment. This information will provide a better understanding of how influenza can be transmitted from person to person, and will help establish the infection control measures and personal protective equipment that should be used to stop its spread. - See Attachment for Draft Statement of Work (SOW). Anticipated period of performance. Approximately 36 months. Other important considerations. The information to be gained in this research is urgently needed to assist in planning for the public and occupational health measures that would need to be taken during an influenza pandemic. The portion of this work involving human subjects with influenza can only be conducted during influenza season, which has a very limited duration. If the influenza season is missed, that portion of the work using influenza patients would be unacceptably delayed for a full year until the next influenza season. For this reason, the experiments in section 2 of the SOW must be completed by the end of December 2010, and the organization performing this work must be ready to begin the experiments in section 3 of the SOW by the beginning of January 2011. Capability statement /information sought. Respondents who believe that they possess the expertise and experience to meet the government's needs in the SOW are invited to submit technical and management capabilities addressing those requirements. These may include but are not limited to: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must indicate in your capability statement: - Organization name, - Address, - DUNS number, - Business size Classification (e.g., HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and) pursuant to the applicable NAICS code of 541712 size standard which is 500. - Points of contact, - Email, - Telephone number, - Address of the location where testing is to be conducted. Page Limitation : No more than ten (10) pages. Response Due Date: Submit information above to Diane J Meeder, Contract Specialist, CDC, NIOSH, 626 Cochrans Mill Road, Pittsburgh PA 15236, DMeeder@cdc.gov. Reference: HHS-CDC-NIOSH(DM)-RDSS-10-004. Responses are due no later than 3:30pm, July 12, 2010 Eastern Time. Any information received by the government will not be returned. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
