Description
Responses to this Requests for Information (RFI) are not considered offers and can not be accepted by the Government to form a binding contract. This RFI is for market research purposes only. Respondents should not submit any proprietary information when responding to this RFI. Respondents should also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firms ability to perform the work stated in this RFI in conjunction with the DRAFT Performance Work Statement and Sample Task. The customer is trying to determine who can provide this training within a 45 mile radius from Fort Benning, GA for 1 class for the 75th Ranger Regiment. The cousre includes: (1) Introduction to Explosive Breaching: Due to the level of students the Basic Demo Course will not have to be fully trained again. The Introduction to Explosive Breaching class will cover; Explosive theory, Explosive Hazards, Demolition materials, Non- explosive materials, Firing systems, and Blast Injuries. (2) Advanced Demolitions: The Advanced Demolitions class covers many conventional formulas and techniques. These techniques are not used much now but may be used extensively in other areas and must be taught to become a well rounded Master Breacher. The Advanced Demolitions class will cover; Cratering charges, Steel cutting charges, the six step problem solving format, timber cutting charges, Breaching charges, counterforce charges, and Bangalore torpedo drill. (3) Expedient/Improvised Explosives: The instruction taught in this class is to be used only by advanced Breachers, and will only be used in a real life situation if its conventional equivalent is not available. Classes covered will include but are not limited to Grapeshot charge, Ammonium nitrate satchel charge, Platter charge, Field expedient shape charge, and the Claymorette charge. (4) Mechanical, Ballistic, and Thermal Breaching: These classes will cover the tools and equipment needed and the proper use of that equipment to include but not limited to: Hooligan tool, Pry tool and sledge, window rake, alti-ram, shotgun, BROCO torch, Rabbit tool, and Quickie saw. (5) Ranger Breaching Charges: The basic and primary charges used by Rangers for structures such as doors, windows, walls, roofs, and gates will be covered in this class. The following charges taught will include but not be limited to: Flex linear charge, Ranger wall charge, wall breach ECT, rigid linear charge, water impulse charge, rubber strip charge, doughnut charge, chain link ladder charge, AT&T charge, silhouette and GP charge. During this portion of instructions Net Explosive Weight, Minimum Safe Distances, Fragmentation, Interior Overpressure calculations, target intelligence, breachers brief, load data, breach reports, and maintaining a breachers logbook will be covered. (6) Anti Structural Munitions: All ASM types will be covered to include: ASM LAW, satchel, and grenades. (7) Culmination event: attacking real facilities are the key to Structural Breaching training. This will give the Breacher the feel of overpressure in a live structure as opposed to a structure on a range (normally not built to code). It will allow the Breacher to see what happens to a room from the effects of overpressure. Doors and walls built to code in a live structure present different challenges to a Breacher thus making the training event much more relevant to real world breaching operations. (8) Practical Exercises: All classes will be followed by a Practical Exercise on the range with live explosives or munitions. (9) Test: There will be two written tests; a pre test and end of course test. The pre test is not a requirement to pass. 3. Lodging, Supplies, Equipment and Equipment Storage. (a)Vendor will provide expendables for use during the course as listed below, as well is in attachment B. (b) Storage for Government Furnished Equipment such as Demolitions during the course shall be arranged by the school house. Instructors or staff shall be certified to handle weapons and ammunition such, but not limited to, the following: (1) Conventional Demo. (2) SPM&E Demo. (3) Breaching shotgun. (4) Breaching equipment. (5) GSA approved weapons storage for up to 50 weapons 4. The following service requirements will be provided by the vendor: (1)Master Breacher Course Package: "Fully resourced classroom to accommodate at least 40 personnel (projector, white boards) "4 fully built breach houses (built to specifications outlined in subsection 1) "Use of training site for 10 days with an additional option day for inclement weather or unforeseen event " GSA Approved storage for ammunition, explosives and weapons "2 fully covered field ASPs ( 1x MOUT site, 1x Heavy breach)
