- The Gifford Pinchot National Forest intends to acquire construction services for the removal of two preexisting 24 inch culverts, the removal of one abandoned 24 inch culvert, drainage ditch reconditioning, the installation of two culvert systems (24 inches with downspouts), the installation of one underdrain system (8 inch drainage pipe), roadway reconditioning, and the installation of permanent traffic control. Drainage ditch reconditioning will include reconstruction of the roadway ditch line to effectively transport water to the appropriate culvert system and will include the removal of unwanted fill material, increasing the roadway elevation, and resurfacing with crushed aggregate. This roadway will need to be closed to the public during construction work. The estimated cost of the project is between $25,000 and $100,000. The project will be located at mile point 28 on Forest Service Road 90 on the Gifford Pinchot National Forest. To locate the work site, drive east on County Road 503S from Cougar, Washington. This road will enter the Gifford Pinchot National Forest and become Forest Service Road 90. Continue traveling on Forest Road 90 for approximately 28 miles to the work site. A Request for Quote will be issued on or around July 15, 2010. As this is a total HubZone set aside, only certified Hub Zone small business concerns will be considered for award. The applicable NAICS code is 237310 - Highway, Street, and Bridge Construction - with a corresponding small business size standard of $33.5 million. Offerors will be evaluated on price, experience, past performance, benefit to the local community, and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. The period of performance will be 14 days from issuance of a Notice to Proceed, which is anticipated to occur on or around August 9, 2010. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
